- Established an Industrial Engineering functional department to support a geographically disbursed military modification and upgrade site- Established standard support, tools, and processes for formal master / shop scheduling, methods engineering, facility layout planning, and work system methods for all programs- Established staff of 3 managers and 48 salaried and union engineers- Initiated relationships with local colleges to sponsor engineering senior projects and summer interns for win/win site improvements while on a limited budget- Established functional communications, policies, procedures, standard tools, and common data storage, while maintaining matrix reporting relationships with program managers- Implemented a Boeing best practice integrated estimating / scheduling tool for large aircraft modification, upgrade, and repairs- Implemented visual controls at hanger and aircraft section levels for daily site management- Held a top secret security clearance
