"Bergen County Radio Amateur Civil Emergency Service (BC-RACES) under the authorityof the Code of Federal Regulations (47 CFR 97.407—see excerpt in Appendix A attached) andthe Bergen County Office of Emergency Management (BCOEM), the NJ State R.A.C.E.S.Plan, as well as Bergen County Freeholder Resolutions as applicable, was established on orabout April 12, 1974. BC-RACES will continue to maintain the leadership and organizationalinfrastructure necessary to provide amateur radio communications in support of, and under thelocal command and authority of, the BCOEM, while maintaining a skilled, qualifiedorganization of BCOEM/ BC-RACES certified volunteers. Receive, screen, evaluate, and investigate referrals/complaints relative to alleged child abuse and/or neglect and alleged institutional abuse and/or neglect via phone, walk-in; Take the necessary measures to ensure the protection of children. Assess the priorities/urgency of each referral/complaint and to make appropriate referrals. Document all referrals/complaints with specificity as to type; to record all relevant and appropriate information obtained; and to complete all required forms and/or referrals and to review as appropriate to ensure completeness of all documents and records. Consult with the supervisor all immediate and urgent cases of alleged child abuse and/or neglect inclusive of cases reported by health care professionals. Conduct investigations in areas where dangerous situations may be encountered. Conduct thorough investigations to locate persons who are alleged child abusers, this would include the interviewing of all individuals who might have knowledge as to the whereabouts of the alleged child abuser. Interview individuals associated with a referral/complaint (for example: complainants, family members, doctors, nurses, and others familiar with the family and/or present situation). Prepare comprehensive reports and records of investigative findings which support or refute allegations and to recommend appropriate action. To aid local law enforcement officials in fact finding and compiling case information. To review case files to ascertain the completeness and accuracy of investigation activities on individual referrals/complaints. Perform related work as required. On call 7x24.
