Responsible for leading the industry through the regulatory and market changes resulting from the structural separation of New Zealand's incumbent fixed line operator Telecom, into Chorus and Spark.Significant pieces of work we undertook included: - The transition from retail minus to cost-based regulation for wholesale bitstream access;- The subsequent full bottom-up cost modelling of the copper unbundled loop (including sub-loop) and wholesale bitstream access;- Setting terms for, and monitoring of, regulated products to promote competition in the mobile markets; - Analysis of business incentives under structural separation for investment and innovation at the wholesale level; - Setup of an information disclosure regime to collect build information for the new fibre to the home networks being built as part of the Government Ultra Fast Broadband initiative. General work responsibilities included:- Setting strategic direction and goals for regulation of the telecommunications sector- Management and leadership of the telecommunications team - Managing the teams work programme and owner of projects- Government, Ministerial, Industry and international stakeholder relationship management- Providing strategic advice to the Commission, Commissioners and Government. - Setting of, and management of annual budgets.
