Recognized for sound financial management, spending discipline, and reducing taxes.Minister of Learning (Nov 2003 to Feb 2006)• Led the early-childhood, schools, university, research, and vocational education sectors. Restructured schools sector to improve efficiency. Recognized for developing programs to increase multi-agency services in schools, reduce drop-out rates, and improve learning outcomes. Minister of Information Technology (Mar 2002 to June 2007)• Directed the CIO and established new central IT services agency to improve cost-efficiency, security, and standards. Est. government-wide enterprise architecture plan. Managed multi-vendor provisioning. Improved profitability for last-mile connectivity of ILEC & ISP’s through development of nationally recognized anchor tenant strategies that made commercially-viable broadband generally available.Minister of Corrections & Public Safety (Mar 2002 to Nov 2003)• Re-organized and consolidated the public safety, security, and corrections services into one departmenrt from four and redirected savings to support new community based youth justice programs.
