The Campbell County Board of Supervisors established the Industrial Development Authority in1969 to promote industry and develop trade in the area. Industrial Development Authorities arecreated under Title 15.1 of the Code of Virginia as a political subdivision of the Commonwealth ofVirginia.The basic purpose of an Industrial Development Authority, as stated in the Code of Virginia, Title15.2-4901, is to “promote industry, develop trade by inducing manufacturing, industrial,governmental, nonprofit and commercial enterprises and institutions of higher education to locate inor remain in the Commonwealth and further the use of its agricultural products and naturalresources, and to vest such authorities with all powers that may be necessary to enable them toaccomplish such purposes, which powers shall be exercised for the benefit of the inhabitants of theCommonwealth, either through the increase of their commerce, or through the promotion of theirsafety, health, welfare, convenience or prosperity.”
