Led Navy Medicine’s Board of Directors (11 Admirals) in the development of a future organizational structure across Navy Medicine’s global healthcare system that optimized medical personnel placement and training to meet global military medical demands in support of U.S. national security strategy. Developed a 6-year strategic investment framework for Navy Medicine’s $265 million medical R&D enterprise impacting placement of three overseas laboratories in Singapore, Peru, and Italy. Complex Program Management and Partnership Building. Coordinated Navy Medicine’s COVID-19 pandemic response across the Pacific Rim with Navy and Marine Corps leadership and federal and civilian healthcare systems. Successfully led the region’s Board of Directors (20 CEOs) through a global pandemic, implementation of a new medical-dental electronic health record across 10 hospitals and 2 dental centers, and military medicine’s largest organizational transformation since World War II.Organizational Transformation. Established Department of Defense’s (DOD) first San Diego-based regional healthcare market office ensuring integrated, high-quality, and optimized healthcare delivery for 180,000 covered lives with an annual budget of $752 million and 7,700 employees across two medical systems. Co-developed award winning $8.8 million joint proposal between Veterans Affairs Medical Center San Diego (VAMCSD) and Naval Medical Center San Diego (NMCSD) that optimized surgical supply and demand across both facilities.

Concurrently served as U.S. Navy’s Director, Medical Service Corps (MSC) responsible for the accession, professional development, and education of 3,100 Navy MSC officers operating in 31 clinical, scientific, and administrative specialties. Established Diversity, Equity, and Inclusion team that identified barriers in talent management.

Lead daily operations for 120 regional headquarters staff responsible for healthcare delivery in 10 U.S. Navy, 2 dental centers and 8 research and development laboratories around the globe in support of Department of Navy requirements.

Led Navy’s largest overseas hospital with 1,300 American and Japanese staff. Delivered integrated, patient-centered care at an 81-bed acute care community hospital with level II emergency room, neonatal and adult intensive care units, and five external ambulatory care clinics. Ensured high quality outcomes, full hospital accreditation, and regulatory compliance in support of 189,000 eligible covered lives. Patient Safety Excellence. Established hospital’s first Chief Medical Officer position to ensure high reliability organization culture. Championed high-value patient safety efforts that led to two DOD Patient Safety Awards for 1) reducing critical not-in-stock pharmaceuticals and improving overall efficiency leading to a projected annual savings of $500,000, and 2) decreasing by 25% preterm hypothermia on admission to the neonatal intensive care unit over a 12-month period. Improved access by 30% by establishing six ambulatory care medical homes while decreasing Emergency Department utilization by 20%. Top ranked Navy Medicine hospital in operating room utilization.International Partner. Initiated first U.S. military – Okinawa, Japan collaborations in nursing leadership, medical disaster management, and clinical skills sustainment/medical simulation that improved U.S. – Japan relations. Developed tri-lateral (Japan – Korea – U.S.) military medicine partnership that allowed Republic of Korea Navy medical externs to visit U.S. military hospitals in Japan, thereby further expanding tri-lateral military collaboration. Awarded the Japanese Defense Cooperation Award for partnership efforts that benefited both the United States and Japan.Exceptional Organizational Climate. Dramatically improved culture of leadership, empowerment, and fairness that resulted in 18 of 20 DOD-defined measures increasing in less than two years as shown on hospital’s annual organizational culture and climate survey.

Responsible for daily operations of 43-bed hospital and 7 ambulatory care clinics delivering healthcare services to 42,000 eligible patients on mainland Japan, Korea, and Diego Garcia. Leadership actions led to hospital being the number one Navy Medicine hospital in preventive healthcare metrics. Decreased military medical evacuations to the U.S. by 39% by expanding access for U.S. military patients to local Japanese hospitals through new U.S. – Japan partnerships saving $2.4 million. Developed “Brilliant on the Basics” campaign that achieved rare perfect "Environment of Care" score during the The Joint Commission’s tri-annual hospital accreditation survey while exceeding all regulatory benchmarks.

Oversaw day-to-day operations of 1,500 globally-based employees in support of the $53 billion Department of Defense healthcare budget and delivery of healthcare to 9.6 million covered lives worldwide through the TRICARE insurance plan. Skilled Leader and Facilitator. Developed highly successful organizational change framework that optimized 7 shared service lines across Army, Navy, and Air Force military medicine. Oversaw multiple budget reviews netting $136M in annual savings. Disaster Response. Coordinated military medicine's support of Operation Tomadachi; ensuring 10,000 displaced U.S. military personnel and families living in Japan had access to healthcare at U.S. locations after Japan’s significant 2011 earthquake, tsunami and nuclear disaster.

Responsible for 23 person clinical and non-clinical mentoring team working "shonha ba shonha" (shoulder to shoulder) with Afghan National Police (ANP) Medical System counterparts. Directly mentored ANP Surgeon General. Ensured the safety and security of mentoring team who completed 350 operational missions outside of green (safe) zones to work with ANP. Personally completed over 170 convoy missions with zero mishaps, traveling insurgent targeted routes.

Oversaw 350-person directorate responsible for all administrative areas within hospital, including patient administration, disaster response, operating management and security, and human resources.Oversaw full renewal of a $39 million equipment management program at Naval Hospital Camp Lejeune, NC by implementing department-level accountability standards. Developed human resource strategy outlining need for over 100 new positions to meet the growing U.S. Marine Corps’ mental health and wounded warrior patient requirements.

The Navy’s first legislative affairs officer responsible for all military healthcare issues supporting Congressional Defense Authorization Committees. Wrote new federal law that expanded the U.S. – based Women, Infants, and Children (WIC) supplemental nutritional program for overseas military families. Led Navy Medicine’s human resource analysis and implementation planning for Navy Medicine’s proposed reduction of over 5,000 positions and its impact on healthcare delivery services, costs, personnel retention and recruiting, and support to the U.S. Navy and U.S. Marine Corps.
