Lead the Retail Compliance Center (RCC), a $5 million project dedicated to improving the environmental compliance and sustainability performance of the retail industry. The RCC provides retail-relevant resources, education and peer benchmarking on environmental regulations and compliance, sustainability, energy and program management. Provided strategic direction, managed the web site, developed content and tools, and managed staff, budgets and reporting. • Built the RCC into a leading resource on environmental compliance and sustainability for the retail sector with web-based resources, educational events, and benchmarking that cover topics such as hazardous and solid waste, chemicals in products, water, refrigeration, energy management and sustainability. Helped bring in over $400 thousand in funds for the RCC. • Developed content for the RCC website including e-book on Environmental Management Systems for Retail, Environmental Compliance Leadership Model, and blog posts on a variety of compliance and sustainability topics.• Created interactive platform to help retailers optimize management programs for environmental compliance, energy management, and diversity and inclusion. The platform enables retailers to evaluate their programs, conduct gap analysis, benchmark with peers, and set goals. • Explored innovative approaches to improving environmental compliance programs such as an automated search to identify relevant state and local regulations, applying artificial intelligence and remote technology to enable virtual audits, and innovation competition for new training approaches.• Lead the Environmental Compliance Network, a networking and educational group for retail executives.

Maryland

Program manager for federal contracts involving: sustainable operations (greenhouse gas inventories, water and energy audits, executive orders), compliance with environmental regulations, and development of promotional and training material. Facilitated strategy and goal setting, and implementation of environmental management systems (EMS). • Managed sustainable operations contract with the largest national forest in the U.S. Obtained multi-year follow-on contracts worth many times the original amount. The Forest was one of two that exceeded the Forest Service sustainable operations scorecard. • Helped national parks update their EMS with requirements from several sources. Created a matrix showing how multiple requirements overlapped and aligned with existing objectives; making the seemingly overwhelming task reasonable. Conducted workshops to help staff document accomplishments, set goals, and identify metrics.• Managed multi-faceted contract for the Environmental Protection Agency Office of Small Business Programs including conference support, and promoting small business compliance and sustainability. Initial contract for one team expanded to all teams for five years.• Helped the Bureau of Engraving and Printing implement an outcome-based personnel evaluation system. Provided training on outcome focused goals and setting metrics and worked with teams and individuals to set goals. Initial pilot program expanded to all offices.

Managed operations of NGO dedicated to improving the effectiveness of state environmental enforcement programs by encouraging agencies to use outcome-based performance measures and by facilitating cross-state learning. • Convened a group of state enforcement managers to work on a common metric to gauge the effectiveness of enforcement programs. Developed an approach that was approved by all members.• Consulted with state agencies (Wisconsin Department of Natural Resources, Ohio Environmental Protection Agency) on using outcome-based metrics, and the Michigan Department of Environmental Quality on NPDES program reporting.• Assembled a team of private companies and a state enforcement agency to submit a NASA Small Business Innovative Research (SBIR) proposal for a novel enforcement approach. NASA liked the concept and suggested that the team respond to the next SBIR.

Managed EPA/WEF Technical Exchange and Association Outreach Program for Central Europe (Bulgaria, Hungary, Poland, and Slovakia). Worked with EPA and U.S. experts to define and execute technical assistance visits (seminars, wastewater treatment plant evaluations, study tours, etc.), managed volunteers and supported Central European associations.Selected projects/outcomesObtained an additional two years of EPA funding for WEF, and foundation funding for a local WEF Member AssociationAwarded EPA Certificate of Appreciation for contribution to U.S.-Polish Environmental Cooperation.
