Focusing on issues of climate resilience and green finance through serving as a key resource person for the government agencies, donors and accredited entities/delivery partners in structuring collaboration frameworks, identifying projects, developing proposals and carrying out M&E assessments. Based in Yerevan, collaborating with number of international consultancies for development of enabling policies, designing Green Taxonomies, GCF accreditation and design of project proposals, as well as expansion of green finance practices in the region, Central Asia, Mongolia, Africa, Pacific and Caribbean.

The aim of this engagement is to support the NDC Partnership Support Unit in operationalizing the joint GCF/NDC Partnership Climate Investment Planning and Mobilization Framework in the Country Engagement Process. This is be done by providing hands-on support to Country Engagement Specialists (CES) and increasing the capacities of CES and Regional Managers (RMs), and in-country facilitators through targeted training and mentorship. Another important layer of the engagement is to support CESs and RMs in implementing policy planning, execution, pipeline generation, stakeholder engagement, PIN and CN formulation and donor outreach processes.

Responsible for supporting the readiness and adaptation planning proposal development process and provision of technical support for the quality assurance of first submission and to inform the clearance of subsequent submissions by the GCF National Designated Authorities (NDA) and their Delivery Partners (DPs), following the interdivisional review and leading to endorsement at RWG. Also supporting the development of guidance and knowledge products and contributing towards strengthening results, relationships between results, indicator formulation, and performance measurement over the readiness programme cycle.

Initiated and successfully accomplished fund-raising of 3 mln USD for two cycles of “Regulatory Guillotine” project in Armenia, as well as successfully led the political consultations within senior level representatives of the Government and Donor community aimed at adopting politically sound set-up for reform;2. Designed and supervised the implementation of multi-year projects with overall value of 1 mln USD aimed at enhancing BEE reforms, advancing competition, Government support to SMEs, increasing the role of civil society organizations in reform process and regional development.3. Designed the number of Extra-Budgetary projects and implemented fund raising by attracting funds from different donor agencies.4. Led development of number of policy documents (later approved by the Government), including “Policy Paper for Armenia’s positioning as regional centre of excellence in business environment reforms”.

Foreign Investment Advisory Service, “Self-Assessment and Removal of Administrative Barriers to Investment Study”.Drafted a study that facilitated the dialogue between Government and business and enhanced the efficiency of the measures undertaken by the Government in improving the investment climate in Armenia.

United Nations Development Programme Armenia, “Sustainable Economic Development Policy for Armenia” Project. The main goal of the Project was to determine the factors of long-term economic development and strategic directions of policy determined by those factors.• Supported the development of a policy proposal, which projected Armenia’s sustainable economic development in the long-run and set the consequent stages for reaching the long-term development objectives.
