NUCTEX was commissioned by the joint Utilities Service Alliance (USA/STARS) Strategic Teaming and Resource Board of Directors to administer the alliance-wide Outage Excellence Project and update standards-of-practice at 11 Nuclear sites. NUCTEX also administered the subsequent Implementation and Management of Shutdown Safety at 9 USA Nuclear stations (adoption of updated low power and shutdown (LPSD) standards-of-practice).The Institute of Nuclear Power Operators (INPO) successfully closed the industry issues aforementioned in 2017.Mr. Baughman RETIRED the beginning of 2018.

As Chairman of the EPRI Technical Advisory Group, directed publication of EPRI report 1009708, "Guidance for Developing and Implementing an Online Maintenance Strategy"​; EPRI report 1011903, "Maintenance Work Package Planning Guidance"​; and EPRI report 1014480 and subsequent revision 1022952, “Effective Refueling Outage Preparation and Execution Guidance”. Originating member of the INPO executive committee for publication of INPO 06-008, "Guidelines for the Conduct of Outages at Nuclear Power Plants".

Joined senior management to implement an industry standard outage and work management model (organization, processes and practices) as part of the site recovery plan (turnaround). Implemented a “line-of-sight” accountability management model to close infrastructural/organizational gaps to excellence.

Callaway

Joined senior management to implement an infrastructure to achieve excellent “materiel condition” as part of the site Policy Note 14 (special focus) plant recovery plan. Responsible for the integration of the equipment reliability improvement project (INPO AP-913), work management (INPO AP-928) and configuration management (INPO AP-929) processes consistent with the NEI standard Nuclear Performance Model.

Greater Chicago Area

Joined ComEd corporate management in 1997 with the responsibility for the work management improvement project as part of ComEd’s Strategic Reform Initiative 50.54 (f) commitment to the NRC. Integrated the maintenance rule, probabilistic risk/safety assessment (PRA/PSA), and equipment reliability improvement plan strategies within the work management process. Responsible manager for originating the company-wide Configuration Risk Management Program (CRMP) to comply with 10CFR50.65 (a) (4), and its accompanying risk-based technical specification amendments.

In 1994, he was appointed to NEI for development of the NEI Standard Nuclear Performance Model (consisting of the EUCG ABC model and the INPO ALWR processes) to strategically position nuclear plants to be competitive in a deregulated market. Coordinated the industry-wide European and US benchmarking projects (operations, engineering, maintenance, work management, training, and radiation protection) including the final reports, subsequent industry workshops, and commission of articles for publication.
