T.D. Baughman is commissioned by the joint Utilities Service Alliance (USA/STARS) Strategic Teaming and Resource Board of Directors to administer the alliance-wide Outage Excellence Project. The outage excellence project also included the subsequent Implementation and Management of Shutdown Safety at USA Stations (adoption of updated low power and shutdown (LPSD) standards-of-practice). He is a senior management retiree of both Exelon and Ameren. He has 30+ years of nuclear experience in operations (SRO/STA), maintenance, outage and work management, project management, long-range planning and asset management, configuration risk management, and (special focus) plant recovery management.In 1994, he was appointed to NEI for development of the NEI Standard Nuclear Performance Model. In 1997, implemented the standard work management model at ComEd/Exelon which was the pilot for INPO AP-928.As Chairman of the EPRI Technical Advisory Group, directed publication of EPRI report 1009708, "Guidance for Developing and Implementing an Online Maintenance Strategy"; EPRI report 1011903, "Maintenance Work Package Planning Guidance"; and EPRI report 1014480 and subsequent revision 1022952, “Effective Refueling Outage Preparation and Execution Guidance”. Originating member of the INPO executive committee for publication of INPO 06-008, "Guidelines for the Conduct of Outages at Nuclear Power Plants".Mr. Baughman RETIRED the beginning of 2018.
