Mr. Benoit is the Nuclear Operations Quality Assurance Engineer responsible for developing, implementing and overseeing a Quality Assurance for Argonne National Laboratory in accordance with 10CFR830 and DOE Order 414.1D. He is also assisting management in implementing an ISO9001 and ISO 14001 program, and is responsible for upgrading and modernizing the activities associated with a quality organization in conjunction with DOE activities in a nuclear environment

United States Department Of Energy Quality Assurance Specialist, Yucca Mountain

As a QA Specialist for the Department of Energy, Mr. Benoit was responsible for quality overview and leading audits of the license and vendor activities pertaining to the Yucca Mountain project for the DOE Office of Civilian Radioactive Waste Management to assure compliance and implementation of 10 CFR Part 63, 10 CFR Part 72, DOE O 414.1C, policies such as SCWE, and project procedures. He led audits to assure the implementation of the Quality Assurance Requirements Document (QARD) and Augmented Quality Assurance Program (AQAP). Due to his background in calibration he also was instrumental in implementing a process for DOE to approve calibration vendors based upon their ISO 17025 certifications.As a QA Specialist for Navarro Research and Engineering, Mr. Benoit was responsible for quality overview and leading audits of the license and vendor activities pertaining to the Yucca Mountain project for the DOE Office of Civilian Radioactive Waste Management to assure compliance and implementation of 10 CFR Part 63, 10 CFR Part 72, DOE O 414.1C, policies such as SCWE, calibration control, and project procedures. He led audits to assure the implementation and implementation of the Quality Assurance Requirements Document (QARD) and Augmented Quality Assurance Program (AQAP).

Provided corporate governance for the Certified Measuring and Test Equipment (M&TE/calibration) process at nuclear sites. Mr. Benoit was responsible for successfully developing and implementing a quality process for the control and calibration of Certified M&TE. He managed a staff s with a budget that varied from three to four million dollars annually. He implemented a QA Program that incorporated 10 CFR 50 Appendix B and NAVLAB (a commercial calibration system) principles for this group, He developed and implemented applicable ISO 17025 criteria including Control of non-conformity testing and/or calibration work, corrective actions, internal audits, document control , and purchasing. He also was responsible to assure technical requirements as found in ISO 17025 such as training, environmental conditions, and environmental monitoring. . He gained extensive experience as an Audit Team Leader for site and vendor process reviews, and he performed NUPIC (a shared joint utility program which includes most of the US nuclear utilities as members) audits as an Audit Team Leader. . Mr. Benoit was responsible to provide oversight and facilitate nuclear station improvement initiatives for Exelon Corporation nuclear sites. He provided oversight in the areas of rad waste packaging and shipping to assure compliance with state and federal requirements. Mr. Benoit was the Dresden Lead ALARA Engineer, He gained extensive experience with construction QA requirements He participated in the construction and start up activities at LaSalle Nuclear Station, Mr. Benoit was responsible for the direction of 40 Health Physics and Chemistry staff members. He supervised technicians at both Dresden and LaSalle Stations and for the Unit 1 and 2 preoperational testing, start-up and operational phases at Braidwood Station. Mr. Benoit performed construction, preoperational, and start-up maintenance activities at Byron Nuclear Station for Units 1 and 2.

Scheduled and supervised all work activities for Chicago Transmission and Distribution on a rolling six week schedule.
