Pondera delivers comprehensive Fraud Detection as a Service (FDaaS) solutions across a number of Government verticals. Pondera Solutions is focused on helping government agencies stop Fraud, Waste, and Abuse. Pondera helps states with Medicaid Eligibility Management and Medicaid Program Integrity by helping them identify, investigate, stop, and recapture over-payments in areas such as Medicaid Provider and Beneficiary Fraud in programs such as Supplemental Nutrition Assistance Program (SNAP), and Women, Infants and Children (WIC). In Unemployment Insurance Pondera helps with Employer Management, Recipient Management, and Worker Miss-classification. In Tax and Revenue Pondera helps states and local government identify and manage Businesses Non-Registered, Non-Filing, Under Reporting, and Underpayments.

As Executive Consultant for CGI Tim was actively involved in business development, thought leadership, marketing, Product Management, Product Development, and Product Support, IS Security, Corporate wide Social Business Development, served as a member of CGI's Global Technology Council and the North America Business Solutions and Onshore Delivery Technology Council. Tim served as the Chief Technology Officer for the CGI Tax, Revenue, and Collections Center of Excellence while at CGI. Kansas Department of Revenue, (10/97 – 10/08)Tim served as Chief Information Officer, the Bureau Chief of Information Services, and the agency strategic IT planning coordinator for all Divisions within Kansas Department of Revenue (KDOR).The responsibilities of this position required Mr. Blevins to be responsible for and manage the support for Kansas citizens, businesses, and customers in the administration of Taxation, Motor Vehicles, Alcohol and Beverage Control, and Property Valuation. Mr. Blevins managed an active computing environment with twelve hundred data clients and remote users for a State Government agency that collects nine billion dollars a year. The Bureau of Computer Services consists of one hundred thirty five information technology professionals. Mr. Blevins was responsible for the implementation of the KDOR Integrated Taxation System and the redesign of the KDOR Bureau of Information Services support staff to support the new Kansas Integrated Tax and Collections Management System including both the IT Enterprise Project Management Office and the IT Security office.

Tim served as the Chief Information Officer, Bureau Chief of Information Services and the agency strategic IT planning coordinator for all Divisions with the Kansas Department of Social and Rehabilitation Services. Mr. Blevins managed an Information resources staff consisting of one hundred and twenty technical professionals centralized, eighty decentralized, and fifty contractors. Mr. Blevins managed an information technology operating budget of eight to twenty million dollars annually with fifty million in annual technology project work. Mr. Blevins managed the support of automated benefits and services for several hundred thousand recipients of benefits through the State of Kansas and Federal Government Agencies. Mr. Blevins managed an IT support network for seven thousand users across all one hundred and five counties in Kansas. Mr. Blevins managed the support of a large application programming and development environment in the development and implementation of systems delivering services across twelve operating division providing services for (among others) Medicaid, Child Support Enforcement, and Electronic Benefits Transfer for Food Stamps and Cash Assistance for Kansas Citizens, State Hospitals, Aging Services, and Juvenile Justice Centers.

Tim started computer programming at KDOT at 18 after working a couple of years in computer operations his last two years of High School (Topeka High Trojan). Starting as a Computer Systems Programmer and working through those ranks and into the Departments Senior Computer Systems Analyst at 28. Tim worked as the lead programmer on the KDOT Accounting systems, developed their first employee work force and EEO reporting system. Finalized his years with KDOT as being the Senior KDOT Technology systems analyst to work with KPMG to create the first KDOT Enterprise Architecture Study and Future IS Systems Blue Prints which were instrumental in attaining a $10B Highway bill though the Ks. Legislature, serving as the multi-modal Transportation Planing Division IS Support Manager, and being the KDOT project Manager and implementer of the National Award Winning KDOT Executive Information System in 1993. When Tim left KDOT he had worked in over 45 computer systems languages and operating systems between mainframe, unix, and intel and mac OS based applications and utilities.
