As an Associate and Senior Consultant at J.L. Richards & Associates Limited (JLR), Tim provides project management, consultation, mediation and facilitation services to our private and public sector clientele. He also provides advice on land use policy development/implementation and land development applications. He has extensive experience in the development of land use policy, as well as the creation and implementation of planning policy for municipalities and private sector clients.Tim has been responsible for the approval process for numerous industrial parks and residential subdivisions, as well as site-specific development for residential, commercial, industrial, waste management, pits & quarries, and institutional projects, including expert testimony at the Ontario Land Tribunal (formerly known as the Local Planning Appeal Tribunal & Ontario Municipal Board). Tim has also completed numerous Class and Full Environmental Assessments throughout Ontario, and has been involved in several projects where approvals under the Canadian Environmental Assessment Act were required.A graduate of the University of Western Ontario (Diploma of Public Administration) and B.E.S. (Environmental Studies) from the University of Waterloo, Tim is also a Registered Professional Planner with the Ontario Professional Planners Institute and a member of the Canadian Institute of Planners.About J.L.
