As Deputy Chief Engineer for System Engineering, I lead the Naval Information Warfare Center, Pacific efforts to define and implement systems and software engineering processes and standards. Working with NAVWAR Office of the Chief Engineer and across the Naval Research and Development Establishment, I work across projects and departments to identify and develop technical solutions to requirements gaps and critical technology issues. As the Technical Director for DISA Services Development (SD), I am responsible for the technical direction of several development portfolios including internal DISA business systems, collaboration services such as chat and web conferencing,command & control (C2) capabilities in GCCS-J, JPES, and GCSS-J, as well cloud hosting services. I facilitate the development of Enterprise Architectures guiding these portfolios and am responsible for the improvement and professional development of technical staff across 8 DISA divisions within SD. I serve as the DISA representative to the DoD Enterprise Services & Data Panel and chair the Joint C2 Architecture Core Team responsible for developing and maintaining the Joint C2 Reference Architecture as well as assessing the compliance of Service C2 Programs with that architecture.

Global Command & Control System - Joint (GCCS-J) Program: responsible for information systems architectures and the development of Department of Defense policy, guidelines, frameworks and implementations for Joint Command & Control capabilities. As the Chief Engineer, I provide technical and program leadership in the prototyping and development of new capabilities as well as the maintenance of legacy information management systems.. I chair and participate in a variety of technical working groups (TWG) composed of service, Combatant Command and DoD agency technical specialists.

As a Senior Technical Adviser, I provided technical review and evaluation of engineering proposals including network architecture and system implementation. I coordinated the engineering team composed of 3 government organizations and contractors from 3 vendors; liaised with project management in the development of technical transition plans; and performed research, evaluation and cost estimation for commercial cloud infrastructure service providers to facilitate the transition of mission systems to secure and more cost-effective operations. I also provided project oversight to include strategic planning, task performance tracking, software requirements management and customer communication. I managed significant budget and procurement activities for work order and support agreements.

With an education in computer science, I began as a software developer producing web applications for a variety of training, logistics, and command & control systems. As my career with Booz Allen continued, I progressed to lead a medium-sized software development team before eventually transitioning to manage system integration efforts for an element of US Pacific Command. I managed the research and development activities to include pilots of new technologies and presented recommendations for adoption and integration. I was responsible for developing the Software Change Management procedures to accommodate rapid assessment and integration of new information sharing capabilities. I was an Agile Scrum leader and applied these principles to software development as well as project management.
