Chief Administrative Officer of the City. Responsible for directing and supervising the City's Department Heads and coordinating the day-to-day activities and operations of the City government. Prepares and submits the City's annual budget and capital program. Promotes the economic well-being of the City through public and private cooperation.

Responsible for the Planning & Zoning Division, Field Operations, Engineering Division, Water and Sewage Treatment Plant Operations. Develop the annual budget, capital improvement program, and infrastructure maintenance projects. Direct land development review and approval process. Direct the activities of forty-five full-time and eight part-time employees. Conduct annual water and sewer rate analysis. Performs duties of City Building Official. • Responsible for the daily expenditure of funds from the $18 million public works, capital improvement, water, sewer, garbage, motor fuel tax, operations and maintenance budgets• Coordinate efforts of City’s Land Development Concept Review Team• Direct activities of Planning & Zoning, Engineering, and Field Operations • Administers and directs the engineering of capital/infrastructure improvement contracts and service contracts
