This typically involved attending conception or design reviews and providing the input of experienced technical advice or valued engineering to improve the design, cost, schedule and craft integration. Once the projects were funded and approved a request for proposal would be put out and a subcontractor would be selected. Pre-bid and, pre-work meetings were held to walk the projects down and review all impacts to launch operations, environmental, quality assurance, safety and security concerns. When the proper documentation was submitted, reviewed and approved, mobilization and work would begin. I conducted daily on site monitoring to assure compliance with all contract requirements, that the materials and procedures were following the drawings and specifications. I reviewed all pay requests, estimated change orders, interfaced with the contractor, safety, security, fire, outage/utility support personnel, informed supervisors, managers and conducted final walk downs.While conducting facilities projects, environmental waste streams were generated and I was tasked with meeting NASA’s OSHA, RECRA and the Environmental Protection Agencies directives. I received the proper training and with oversight of NASA’s Environmental Office a 90 day storage site was established which I managed. The sight was used for numerous projects that generated carbon fuel contaminated soil, unused paint, glues and solvents. I inventoried, manifested, labeled and scheduled for pickup of all waste streams. I also was responsible for two large projects that remediated all Polychlorinated biphenyls from the high voltage electrical transformers throughout Kennedy Space Center and a florescent light tube recycling program to reduce energy use.
