I am a chartered mechanical engineer with 30 years' experience in delivering professional technical services, programme management and business transformation at home and overseas in the transportation, water and environmental sectors. I work for Natural Resources Wales as a Senior Specialist in the Programme and Projects Delivery Team. Prior to joining NRW I developed Welsh Water's significant 2015-20 capital programme and then supported its delivery, with responsibilities spanning asset management, capital programme management, governance, programme planning and business transformation.Between 1990-2011 I enjoyed a successful career in engineering consultancy working with clients, regulatory authorities in the UK, Hong Kong, Singapore, India and Iraq to deliver infrastructure projects of international standing including airports, metro systems, road and rail tunnels, as well as working with communities to reduce flood risk, promote public health and improve the environment.

This work achieved a Client Satisfaction score of 9/10.Salmon for Tomorrow for (EA Wales): I was Project Director for this European-funded programme to remove barriers to fish migration in Wales, responsible for communicating the costs and scope of eleven projects, assembling the business cases for investment, and engaging with the Agency's Operations Delivery and fisheries teams.Green Park Weir Project (EA Wales): I managed this project for sustainable water resources at Green Park Weir on the River Afan (Port Talbot), working with Associated British Ports and Corus to balance industrial and ecological water demands. “Tim has been open to challenge and ideas and willing to listen, with a positive approach...an economic appraisal of the options in collaboration with ABP and Corus is a monumental step forward that no-one else has achieved in nearly 40 years” (EAW’s Hydrology & Water Resources Technical Specialist).As a bid manager and director I achieved a success rate of 73%. My key achievement was a successful £700k bid for a £60m capital and maintenance FRM programme across five schemes on the River Tame (Midlands) for Environment Agency. Working with JV partners I managed 26 engineers to develop the vision, team structure, programme and delivery model for this project.

Key projects for the Environment Agency included the delivery of business cases for the management of three gauging weirs in SW Wales, the successful completion of which led to the direct award of the follow on detailed design work for refurbishment.Responsible as PM for delivering a project to balance water demands, enhance amenity value and safeguard health and safety at Greenpark Weir in Port Talbot, a complex project in which partnership between Halcrow, the Client and local industrial stakeholders was (and remains) critical.Project manager for two commissions supporting Welsh Water's 5-year business plan for PRO9. The first was a valuation of the Client's entire asset base on a modern-equivalent basis, and the second an assessment and monetisation of the Carbon Footprint of the AMP intervention programme for the Client's 5-year business plan submission to Ofwat. The success of these two commissions relied on continuous engagement with stakeholders across Welsh Water and its Alliance Partners. Welsh Water held up Halcrow's project management, communication and listening skills as exemplary.Appointed as Market Sector Manager in June 2008, responsible for developing relationships and business, and for assuring project success, for WASC clients and the Environment Agency in Wales, the Midlands and SW England.

Secondment To Ea WalesHalcrow Group Ltd 2005 - 2006Cardiff, UkSeconded to the National Capital Programme Management Service in Cardiff as project manager for a number of flood alleviation schemes. This included financial and programme controls and management of the Agency's design, construction and cost partners, and the internal National Environmental Assessment Service. I was responsible as EA project Manager for:The St Clears Flood Alleviation scheme: a complex project at the detailed design stage, including aroad bridge replacement, with a marginal cost benefit ratio. I drove the identification of an alternativecost-saving solution that left the bridge in place, administrated a three-way contract between EAW, Carmarthenshire CC and the Contractor, Carillion, and was responsible for presenting (and defending) the scheme through engagement with local residents and their MP.The Project Appraisal for upgrade and refurbishment of three Deeside and Towyn land drainage pumping stations under a design and build contract.

The mix of interests and cultures made for a challenging role, but I succeeded in verifying the test results and building confidence in the Client representatives regarding the process and outcomes.Project manager for feasibility study for renewal of 110MI/d inlet pumping station to Bournemouth and West Hampshire Water's Knapp Mill treatment works and a 50MI/d pumping station transferring treated water to Fawley oil refinery.

Responsible over 9 months for the management of a team of 20 Iraqi engineers and support staff during the successful £5m rehabilitation programme of government buildings, hospitals, universities and social care facilities in Basra. Duties comprised the day to day management of 49 separate contracts, from tender to completion, and specific roles included the preparation of contract documents and BoQs; cost estimates; evaluation of tenders; project accounting; plant procurement; coordination and supervision of the works; responsibility for team security; budget and programme management, and making payments to staff and contractors. In April 2004 I acted temporarily as Team Leader. For the team's work in Iraq, Halcrow received a "highly commended" award from the British Consultants and Construction Bureau.I presented this work in a paper "What contribution can engineers make to bringing stability during and after conflict?" at the joint meeting of the Institution of Civil Engineers and the Institution of Royal Engineers.
