Responsible for building Welsh Water's rolling, 5-year capital investment programmes for water, waste and cross-services, to safeguard customer services, support business planning and enable regulatory price-setting, and for mobilising the capital programme into delivery. I led an expert, specialist team of asset managers and investment planners responsible for risk quantification, deterioration and service impacts modelling and programme optimisation through cost-benefit analysis.I represented the company in our relationships with stakeholders including regulators, customer groups and financial institutions, and helped to drive value and excellence for our customers in the long term, reflecting Welsh Water's values as the only not-for-profit water and sewerage company in England and Wales.

Senior manager in Halcrow's water business, responsible for team leadership, work winning, commercial management project delivery, and for building and managing relationships with clients, partners and regulators. My key achievements in 2009-10 include:Carbon accounting services (Welsh Water): quantifying and monetising embodied and operational carbon emissions for the Company's PRO9 Business Plan (cited by Welsh Water as "very impressive"). I presented this work at the National CIWEM conference (2010).Modern Equivalent Asset Valuation (Welsh Water): I worked with the client team and specialists to deliver a high quality valuation tool as a contribution to the PRO9 Business Plan. This work achieved a Client Satisfaction score of 9/10.Salmon for Tomorrow for (EA Wales): I was Project Director for this European-funded programme to remove barriers to fish migration in Wales, responsible for communicating the costs and scope of eleven projects, assembling the business cases for investment, and engaging with the Agency's Operations Delivery and fisheries teams.Green Park Weir Project (EA Wales): I managed this project for sustainable water resources at Green Park Weir on the River Afan (Port Talbot), working with Associated British Ports and Corus to balance industrial and ecological water demands. “Tim has been open to challenge and ideas and willing to listen, with a positive approach...an economic appraisal of the options in collaboration with ABP and Corus is a monumental step forward that no-one else has achieved in nearly 40 years” (EAW’s Hydrology & Water Resources Technical Specialist).As a bid manager and director I achieved a success rate of 73%. My key achievement was a successful £700k bid for a £60m capital and maintenance FRM programme across five schemes on the River Tame (Midlands) for Environment Agency. Working with JV partners I managed 26 engineers to develop the vision, team structure, programme and delivery model for this project.

Team leader responsible for delivering excellence in projects for clients and controlling projects budgets, resources and programmes. Key projects for the Environment Agency included the delivery of business cases for the management of three gauging weirs in SW Wales, the successful completion of which led to the direct award of the follow on detailed design work for refurbishment.Responsible as PM for delivering a project to balance water demands, enhance amenity value and safeguard health and safety at Greenpark Weir in Port Talbot, a complex project in which partnership between Halcrow, the Client and local industrial stakeholders was (and remains) critical.Project manager for two commissions supporting Welsh Water's 5-year business plan for PRO9. The first was a valuation of the Client's entire asset base on a modern-equivalent basis, and the second an assessment and monetisation of the Carbon Footprint of the AMP intervention programme for the Client's 5-year business plan submission to Ofwat. The success of these two commissions relied on continuous engagement with stakeholders across Welsh Water and its Alliance Partners. Welsh Water held up Halcrow's project management, communication and listening skills as exemplary.Appointed as Market Sector Manager in June 2008, responsible for developing relationships and business, and for assuring project success, for WASC clients and the Environment Agency in Wales, the Midlands and SW England.

Project Manager for the appraisal stage for refurbishment of of three weirs in SW Wales, including condition surveys, design, economic appraisal, risk assessments and the development of business cases for investment. Responsible for budget control, programming and progress reporting. In 2006 this commission earned Halcrow's project team an average KPI rating of 6.5— in the top 10 schemes for EA Wales.Project Manager for a feasibility study of the Wentloog Sea Doors investigating the condition of five flap valve structures protecting the Gwent Levels, and advising the Environment Agency regarding options for repairs and improvements. My role included the coordination of surveying, structural, geotechnical, design, environmental and health and safety inputs. Responsible for budget control and progress reporting. This commission also earned an overall KPI score of 6.5

Seconded to the National Capital Programme Management Service in Cardiff as project manager for a number of flood alleviation schemes. This included financial and programme controls and management of the Agency's design, construction and cost partners, and the internal National Environmental Assessment Service. I was responsible as EA project Manager for:The St Clears Flood Alleviation scheme: a complex project at the detailed design stage, including aroad bridge replacement, with a marginal cost benefit ratio. I drove the identification of an alternativecost-saving solution that left the bridge in place, administrated a three-way contract between EAW, Carmarthenshire CC and the Contractor, Carillion, and was responsible for presenting (and defending) the scheme through engagement with local residents and their MP.The Project Appraisal for upgrade and refurbishment of three Deeside and Towyn land drainage pumping stations under a design and build contract.

Project manager running a team providing technical and commercial inputs to Laing Utilities in their bid to win a contract for new odour control plant and associated civil and M&E works at Mogden wastewater treatment works (London).Design review manager supporting Halcrow's construction supervision team in Libya for the Great Man Made River Water Utilisation Authority (GMMRWUA) Scheme. Responsible for managing contractor's submissions and coordinating technical appraisals generated by a team of engineers in the UK. Balancing budget, programme and quality.Responsible as lead mechanical engineer for the GMMRWUA project, undertaking technical appraisals and representing Halcrow in witnessing factory acceptance tests at in Germany and in meetings with the Libyan client, the contractor and pump supplier (KSB). The mix of interests and cultures made for a challenging role, but I succeeded in verifying the test results and building confidence in the Client representatives regarding the process and outcomes.Project manager for feasibility study for renewal of 110MI/d inlet pumping station to Bournemouth and West Hampshire Water's Knapp Mill treatment works and a 50MI/d pumping station transferring treated water to Fawley oil refinery.

Seconded for 6 months to Scottish Water Solutions and responsible as mechanical and electrical design lead for the services of a number of wastewater projects, including rehabilitation and new build as part of Scottish Water's accelerated Q&S II Capital Investment Programme to deliver 2,500 projects worth £2bn in 21/2 years. Directly responsible as mechanical services designer for the new lnvergordon STAN (17,000 PE), and the up-grading of Evanton STAN, working closely in dedicated, multi-disciplinary teams, to meet the attendant challenges.

Transferred to Iraq as lead mechanical and electrical engineer for Halcrow's reconstruction and infrastructure group. Responsible over 9 months for the management of a team of 20 Iraqi engineers and support staff during the successful £5m rehabilitation programme of government buildings, hospitals, universities and social care facilities in Basra. Duties comprised the day to day management of 49 separate contracts, from tender to completion, and specific roles included the preparation of contract documents and BoQs; cost estimates; evaluation of tenders; project accounting; plant procurement; coordination and supervision of the works; responsibility for team security; budget and programme management, and making payments to staff and contractors. In April 2004 I acted temporarily as Team Leader. For the team's work in Iraq, Halcrow received a "highly commended" award from the British Consultants and Construction Bureau.I presented this work in a paper "What contribution can engineers make to bringing stability during and after conflict?" at the joint meeting of the Institution of Civil Engineers and the Institution of Royal Engineers.

Responsible for design contracts to upgrade and rehabilitate four wastewater treatment works for key strategic client Anglian Water. Undertaken for AMP 3, the works included the provision of storm-storage facilities and phosphorous removal plant. In this role I managed the contracts at various stages, from pre-inspections and the generation of specifications, and on to the construction phase.

Senior member of the professional technical staff, engaged in the many activities of the company, including a number of short-term technical roles in the UK, and spent some time in India managing a team of M&E engineers designing building services and the environmental control system for the new Delhi Metro.

Responsible as Project Engineer for all matters pertaining to the safety-critical ventilation of the Dartford River Crossing during the replacement of the west road deck. My duties covered budget and administrative control, as well as overseeing design and on-site testing activities.Responsible as Project Engineer for the design of the ventilation system for the Thameslink 2000 rail project, including mechanical, electrical and control systems.Project Manager of a large, multi-disciplinary team for the design of the Kaohsiung (Taiwan). Responsible for staffing and budget management, and for the design and specification of the ventilation and environmental control systems.Project Engineer for the feasibility studies and particular technical specifications for three 400kV cable tunnels in Singapore, working in the UK and in the Singapore offices of the utility. Responsible for the design of the M&E systems and for the evaluation of tenders from international bidders.

Seconded to the Airport Authority, Hong Kong, as an engineer for The Mott Consortium, a multi-disciplinary joint venture responsible for the design of the Passenger Terminal Building at Chek Lap Kok.Initially responsible for the design of mechanical building services for the Passenger Terminal Building. Key roles included leading a group of engineers as part of a coordination team resolving interfaces, and heading the design team for a passenger vehicle maintenance facility.I was selected to work directly for the Authority as commissioning coordinator for the building services, managing a team of engineers. In this position I was responsible for liaison with Hong Kong fire authorities, and for witnessing and approving site tests. I also took charge of a series of full-scale fire tests used to prove the smoke management system for the building, achieving statutory certification for the safety-critical systems.While in Hong Kong, I actively promoted Mott MacDonald and succeeded in raising the company's profile amongst local clients.

Key roles included:2 years design work for the ventilation of Crossrail. Responsible for modelling numerically the tunnel network, and the developing engineering solutions and operating procedures. Author of various feasibility studies and design reports for the Client.A 7-month secondment to the site of the Conwy Crossing in North Wales, as a site engineer responsible for inspection, coordination and commissioning of tunnel M&E services.9 months design work on the Heathrow Express Railway, undertaking design studies, compiling equipment schedules and cost estimates; managing the project information systems and coordinating the design team in liaising with third parties.
