I manage 4 teams of Engineers, Cyber Security, Software Integration, Software Tools Development, Data Normalization, and Field Support. All these teams support the sustainment of Army Intelligence Systems.

I manage a team of developers and test engineers for software sustainment of U.S Army Terrain and Weather Systems. I am also the Information Assurance Manger for a team of IA Engineers supporting multiple intelligence systems.

I am responsible for 3 subordinate managers and teams of software developers tasked with maintaining 4 existing Software Baselines, and developing 5 follow-on software releases of Intelligence Fusion Systems for the U.S. Army. These teams are responsible for developing, testing, documenting and the Secret and Top Secret Security accreditations of these systems.

Mr. McCarthy was the Lead Security Engineer for ASAS-L, DCGS-A and Prophet systems. He designed, implemented, and supervised processes and procedures to identify and fix security vulnerabilities on assigned systems. He supervised the evaluation of the systems for their security posture, vulnerability scanning and the instructions on closing the vulnerabilities. His duties included creating Software Problem Reports and proposed solutions for identified system vulnerabilities as well as training new members of his team in these duties. He wrote, reviewed and ensured required security certification and accreditation (C&A) documentation was delivered to the customer. Among his duties he coordinated with software engineers and testers to verify that the security upgrades were tested and validated. When called upon he provided mitigation procedures and documentation for security vulnerabilities that could not be immediately resolved. Mr. McCarthy was also tasked to evaluate security practices and suggest improvements and methods to streamline the security process. His duty position required knowledge and application of Government security policies and familiarity with security-related technologies and auditing and scanning tools such as DISA Gold, and eRetina and train new team members on the items listed. He also scanned media departing secure areas for their DOD classification level.

Responsible for the Security Posture on Intelligence Fusion Systems for the United States Army

I maintain are unix server suite that handles information for the U.S. Army.

Mr. McCarthy was the ITIL Problem Manager, maintaining the teams, solution, known error, workaround and problem investigation databases. He ensured servers were IAVA Compliant and tracked within VMS, conducted scans on Windows 2003 servers with eRetina for DISA Gold Disk compliance. His duties included monitoring Solaris 10 systems for proper operation while identifying and correcting system faults, provided custom Windows backup management scripts for world wide sites. He managed contract hardware maintenance for servers, disk arrays and other peripheral devices, conducted and coordinated operations such as configuration changes, upgrades and maintenance within the ITIL frame work, as well as scheduled and conducted Authorized Service Interruptions (ASI) within organizational guidelines.

. McCarthy managed 10 supervisors and a total of 750 employees. He evaluated and counseled employees, their work and technical proficiency. He was the principal advisor to senior management on issues dealing with personnel, training, budget, and logistics. He developed, implemented and ensured compliance of employee policies on training, assignments and day-to-day operations.

Mr. McCarthy was responsible for the electronic maintenance, security and connectivity of all intelligence related computer and electronic systems in 101st Airborne Division, valued at over 160 million dollars. He managed the training and day to day work and Quality Assurance of 24 technicians and logisticians, designed and split the maintenance shop and assets in to 4 smaller more mobile shops to better support the customer while budgeting for repair parts, tools and training.

. McCarthy managed the personnel for an organization charged with developing training in maintenance, operation, and fielding new and current Army Intelligence Systems. He was responsible for over 220 technical trainers, testers and course developers. He monitored and tracked teams of trainers during world wide deployments and ensured department compliance within Army and Department of Defense Regulations.

Mr. McCarthy was responsible for the training, development, budgeting and execution of 3 different high powered workstation and server courses teaching system administration, network configuration, security, and hardware maintenance of Unix-based servers and high powered workstations. He supervised 10 instructors and course developers and server as an advisor to the National Security Agency on the development of Unix-based systems training.

Mr. McCarthy was responsible for administering Unix and Windows based intelligence systems including, repair and security settings required by regulations.

Responsible for all intelligence products for an Army Infantry Brigade deployed to Iraq in support of the Global War on terror. Managed the building and updating target folders of known and supsected terrorists, processing of interogation documentation and captured intelligence, requested and alloctated intelligence assests. Direct supervision of 275 foregn national interpreters.

Manager of a National Security Agency course for Unix System Adminstrators and network management focusing on Sun Microsystems servers, workstations and disk arrays.
