I am a commissioner for the California Statewide Communities Development Authority (CSCDA). CSCDA was created in 1988, under California’s Joint Exercise of Powers Act, to provide California’s local governments with an effective tool for the timely financing of community-based public benefit projects. The California Statewide Communities Development Authority (CSCDA) was created in 1988, under California’s Joint Exercise of Powers Act, to provide California’s local governments with an effective tool for the timely financing of community-based public benefit projects.Although cities, counties and special districts are able to issue their own debt obligations or serve as a conduit issuer of private activity bonds that promote economic development and provide critical community services, many local agencies find stand-alone financings too costly or lack the necessary resources or experience to facilitate the bond issuance and perform post-issuance activities for the term of the bonds. In response, CSCDA was created by and for local governments in California, and is sponsored by the California State Association of Counties and the League of California Cities.Currently, more than 530 cities, counties and special districts have become Program Participants to CSCDA – which serves as their conduit issuer and provides access to an efficient mechanism to finance locally-approved projects. Oversee the Department of Development Services, which includes Planning, Building & Code Enforcement. A key goal is to continue to improve customer services throughout the department, including turnaround times for permits & projects. Since I've been there, we've developed and implemented a new permitting system, incorporated IVR into the process, added iPads for inspectors in the field and now take credit card payments (some online w/no credit card processing fee) and in the office.

California County Planning Directors Association (CCPDA) is the association of Planning Directors in California counties. I was the 2012-13 president of the organization. One of my main accomplishments was facilitating the drafting of the CCPDA Model Solar Energy Facilities Ordinance and Guidance Document.
