About Tim Starley-Grainger

Passionate about delivering low carbon projects with wide experience of energy and sustainability in the built environment over a 20yr career. My career began with building services, where I designed and oversaw the installation of systems in new low-energy buildings and surveyed existing buildings to diagnose issues and manage improvements. I worked in energy policy for a decade and for the last ten years or so, I have worked on more strategic projects as a project developer where I turn potential opportunities into actual projects by finding sites, obtaining permits, finding customers, securing finance and selecting delivery teams. This work has covered a range of energy projects including renewable generation, heat networks and housing retrofit.I have also worked extensively on energy policy and my work on energy projects means I am still engaged in this area. I have an analytical mind and have enjoyed applying it to solving problems and breaking down barriers. My extensive experience covers national policies, such as the Code for Sustainable Homes and UK implementation of the European Energy Performance of Buildings Directive where I undertook regulatory impact assessments on behalf of the UK government, as well as of planning policy where I have helped Local Authorities develop their evidence base for local planning policies and, while working at the Department of Business Energy and Industrial Strategy, worked on national policy for geothermal energy, domestic energy efficiency and the National Planning Policy Framework while also helping to design the UK Government's flagship capital investment scheme to support heat networks. This has given me a thorough understanding of energy policy in the UK and links to wider EC policies.I have excellent project management skills and my business experience includes assessing the pros and cons of different delivery vehicles for capital projects on behalf of different sponsors and devising procurement strategies for complicated transactions. While working as a consultant, I have developed sector strategies for the sale of professional services and managed complex bids and acted as a mentor to more junior staff. I have developed recruitment strategies and training plans to grow teams.
