I am the Contracts and Procurement lead for the North West and Central Region (London to Carlisle). I manage pre and post contract activities for our Works Delivery programme team who have a Control Period 6 (2019-2024) spend of £1.1bn. I provide monthly reviews for the Programme Director and lead on Regional and National procurement strategies.

I have led on a number of procurement activities which involved scope formation, gateway papers (contracting strategy for panel approval), Expression of Interest (EOI), Pre-Qualification Questionaire (PQQ), Invitation To Tender (ITT) and tender evaluation; all with an emphasis on client care and stakeholder engagement. I have been involved in complex contract mobilisations which I have briefed to both internal customers and external suppliers across the country. Post contract experience. I have drafted numerous contract variations for sign-off from my line manager and created a log to ensure all our contracts comply with internal governance. This will also be essential when the new EU Directive becomes effective. I have successfully settled claims of which both were initially over £500,000 and signed-off by the Route panel.Made payments and negotiationed final accounts. I put a large emphasis on commercial analysis in both the context of the contract and the market to formulate future strategies. This has ensured that I extract the most amount of value out of current contracts and engineer future contracts to allow for efficiencies and conflict avoidance.

I managed the post contract implementation for the national Possession Management contract (safety critical labour contract). With guidance from my line manager I:- Facilitated the role out of a multi-million pound national contract- Attended mobilisation meetings across the country and lead on the briefing of the contract to both Network Rail stakeholders and the Suppliers- Analysed contract benefits and exploited operational opportunities such as multi-skilling the workforce. - Addressed risks on both the operational side and commercial aspects of the contract and I communicated these clearly to our national clients. - I led on the organisation of payments, budget control, cost forecasting and negotiation of final accounts- I led on the review of the ordering and payment process across England, Wales and Scotland with a view to make each consistent and more efficient. This was a project in itself and consisted of liaising with the national stakeholders to put a new process in place and influencing senior management to approve the changes.
