Parametric Cost Estimating

Staff Proposal Estimator, Commercial Space Programs, January 2015 – June 2016 Completed multiple non-labor proposal and ROM estimates for the Commercial Space LOB, inclusive of all material and subcontract scope for commercial space satellite bids.  Worked closely with the subcontracts organization as well as payload and antenna senior managers to apply learning curves and synergy assumptions to create high fidelity “should cost” estimates. Proactively identified opportunities for non-labor cost reduction with a focus on affordability, in order to create cost competitive bids within the commercial space market. Effectively communicated non-labor positions to the Commercial Space Program Management and Business Development groups, and supplied crucial feedback during DTC (Design To Cost) exercises in an effort to create and shape satellite bids within the bounds of the PTWs (Price To Win) as determined by the commercial space satellite market.

Senior Proposal Estimator, Apache and Longbow Programs, August 2012 – December 2014 Completed multiple proposal estimates for the Apache, Longbow, and LRASM programs.  Developed and implemented various estimating techniques, including advanced learning curve analysis, performance regression analysis, statistical significance, and factors generation in order to create solid and defendable proposals on behalf of the Production Operations organization. Successfully defended multiple proposal estimates during numerous fact finding and negotiation sessions with the US government, DCMA, and DCAA (Defense Contract Management Agency and Audit Agency).

Cost Control Lead, Turreted Systems Programs, March 2011 – August 2012 Delivered solid and supportable EACs (Estimates at Completion) for several Turreted Systems programs on behalf of multiple manufacturing areas, including the Fire Control Factory, Machine Operations Center, Optics Center, Ocala operations and Santa Barbara manufacturing. Managed and coordinated a small team to help identify scope items and cost savings for the Turreted Systems program. Achieved quarterly EAC goals and successful budget baselines while acting as an effective liaison between Program Finance and the manufacturing centers.

Cost Control Analyst, Apache Programs, June 2008 – March 2011 Completed detailed performance analysis and estimating activities, including tracking and updating HPU charts and PCRs (Hours per Unit and Performance Control Reports), analyzing learning curve data, developing support to touch ratios, and creating future cost projections based on historical data. Actively supported the Machine Operations Center by communicating shop performance to upper level management (both program and center managers), developing quarterly EACs, and analyzing data with the intent to troubleshoot cost issues and improve processes within the manufacturing centers.

Production Planning and Control Acquired hands-on skills and experience in time studies, data mining, performance analysis, cost estimating, process flows, material handling, storage utilization, scheduling, standards maintenance, manpower planning, parts list maintenance, and work sampling and analysis. Contributed to success of piloting phase of production planning software within the Machine Operations Center.
