As a Board, we review all proposed medical research and trials to guarantee compliance with medical ethics, state and federal laws, regulations, and the Medical Center’s policies. We conduct periodic reviews of all clinical projects to ensure the protection of human subjects.

I provide strategic assistance to companies seeking to locate or expand their business operations within the Commonwealth. In coordination with trade associations, chambers of commerce and individual companies, I work with executive and legislative leaders to improve the Massachusetts business climate through legislative, regulatory and policy changes. I serve as the Baker Polito Administration's single point of contact for the business community for local, state and federal regulatory concerns. In an effort to foster a balanced regulatory environment, I monitor the development of proposed regulations for their potential business impact. I assist all Massachusetts’ state agencies in implementing the Regulatory Reform Initiative by reviewing existing regulations and coordinating the amendment or repeal of any outdated, duplicate or onerous regulations.

I have the pleasure of teaching Legislation and Election Law courses where we examine federal and state lawmaking, election principles and foundational constitutional law concepts. In these classes, students study concepts including legislative drafting, regulatory rulemaking and oversight, statutory interpretation, separation of powers, legislative veto, ballot access, voting rights and procedures, campaign finance and ballot recount standards of review.

I oversaw Legal Department functions, including reviewing and drafting regulations and standards, requests for proposals, and inter-agency agreements, and assisting municipalities and regional entities with regionalization of 911 services. I interacted with and advised highly regulated private entities, including telecommunications companies, defense contractors, retailers, health care providers, and physician organizations on inquiries concerning the Department’s enabling statute and regulations. I advised the State 911 Commission on governance and oversight of the Department’s grant funding guidelines and contracts. I developed and advocated for legislative initiatives by meeting with executive and legislative leaders and industry stakeholders.

Our office served as in-house counsel for the 160 members of the House and its 550 staff on all legal matters including regulatory compliance, contract negotiations and drafting, employment law, procurement of goods and services, legislative drafting and conflict of interest inquiries. I provided in-depth analysis for media relations and complex legal, policy and constitutional issues for the Office of Speaker of the House. I drafted wide ranging legislation for individual members House members and for House committees. I was responsible for legal research and writing for the following public policy areas economic development and emerging technologies, telecommunications and energy, financial services, environment, public health and education.

I served as Lead Counsel representing the House of Representatives contesting a subpoena duces tecum issued during a criminal investigation. My responsibilites include drafting and arguing a memorandum of law requesting motions to quash a subpoena and a protective order for the House. The motion asserted a deliberative process privilege for House documents sought by a federal grand jury.

I reviewed legislation before the committee with members, staff, lobbyists, think tanks and constituents and ensured the constitutionality and proper form of all bills prior to their release from committee. I formulated overall legislative and appropriations agenda by drafting legislation for committee chairman. I was responsible for print and electronic media relations including opinion/editorials, press releases and inquiries.

I prosecuted over 1,000 adult and juvenile cases involving sexual assault, narcotics, firearms, domestic violence and operating under the influence in the Brockton, Wareham and Hingham district and juvenile courts. I served as the Brockton "drug czar" where I prosecuted all narcotics case and prepared significant drug cases for presentment to the grand jury for indictment. I argued approximately 150 jury and bench trials and 75 evidentiary motions. I researched and drafted pretrial motions and jury trial memorandums of law.
