Advised the Command on future initiatives for training to include subject matter expertise in training capacity and capabilities. Develop training, plans, and orders focused on combat readiness of Army aviation and aviation support operations. Duties include oversight on training and schools, readiness reporting, aviation Defense Support of Civil Authorities (DSCA), planning and problem solving for the Brigade Commander.

Duties include tracking joint staff activities, projects, and initiatives. Responsible for tracking and briefing the Chief of Staff in matters pertaining to personnel management, staff reports, travel & technician pay, and logistics. Provide oversight and represent the Pennsylvania National Guard Command Group for State working groups, Lebanon Valley Chamber of Commerce, and various working groups within the National Guard Bureau. Perform other duties as directed by the Chief of Staff, Assistant Adjutant Generals and The Adjutant General of the Pennsylvania National Guard.

Manage all support functions for both the Utility and Cargo Battalions as an executive officer. Responsible for human resource and logistical support functions for 70 personnel. Assist the Battalion Commanders with all training activities in the UH-60, UH-72, and CH-47 aircraft. Supervise a $9.8 million dollar maintenance contract for 8 UH-72 aircraft and act as the lead Government Flight Representative for 7 contract pilots. Assist the Command as a Contract Officer Representative for 42 personnel associated with an S3 Inc contract and 12 personnel associated with a Computer Science Corporation (CSC) contract. Activates include writing statements of work, performance work statements, providing contract compliance reports, and submitting independent government cost estimates. Advise Program Managers and National Guard Bureau-Aviation in regards to UH-72 training for the U.S. Army. Assist as a UH-72 (EC-145) instructor pilot teaching students in initial aircraft qualification.

Manage more than 40 instructor pilots, maintenance examiners, and flight instructors in a TASS accredited Army rotary wing schoolhouse. My Company conducts UH-60A/L, CH-47D/F, and UH-72A flight training in the following courses: Aircraft Qualification, Instructor Pilot, all transition courses, Maintenance Test Pilot, and enlisted flight courses. My Company fly’s more than 8,000 hours and graduates more than 300 students annually. I provide oversight of a $7.9 million dollar contract with Sikorsky Aerospace Maintenance. I have experience in Foreign Military Sales as an IMSO. I am Category B certified as a COR, fully qualified as a GFR, and completed all level 1 requirements for Program management. Have overseen and written various parts of the S3 Inc contract and continue to advise my command on contract development.

1St Civil Support Team (Wmd), Boston, Ma

Provided rapid response and medical advisement to FBI, Boston PD, Boston FD, Massachusetts State Lab and other organizations for mass casualty scenarios involving weapons of mass destruction. Worked at various high visibility events as a medical advisor (Boston Marathon, 4th of July on the Charles River, etc…). Assisted with advisement during the initial set-up of the Boston Medical Intelligence center at Boston Medical Center (BMC). Managed team budget and training schedule. Managed the Aviation Budget for the Massachusetts State Army Aviation Office (SAAO). Reserved and obligated money equaling more than $2.2 million annually. Managed and approved all aviation travel, per diem, short, and long term orders. Managed all accounts for two aviation facilities flying 14xUH-60s, 2xOH-58s, and 1xC-26 aircraft. Advised SAAO on all aviation assignments, missions, and budget matters. Served as the aviation liaison for all state emergencies in State emergency center (MEMA) and Joint Operations Center (JOC). Flew UH-60 aircraft as required and assigned by the SAAO. Assigned as the Air MEDEVAC executive officer while assigned to the Massachusetts Army National Guard (3-126 GSAB).
