• Assigns and directs the work of construction plan examiners, fire code examiners, fire protection engineer, and permit technicians; provides technical assistance, guidance, direction, and training to staff regarding the application and interpretation of codes, ordinances, policies and procedures covering all types of construction, fire protection, and permits; assembles data and reports to measure workload and performance; coordinates effectively with other divisions and departments; encourages teamwork and excellent customer service. • Reviews and approves the more complex construction and fire protection plans; reviews and approves plans for various safety and fire prevention systems including but not limited to hazardous exhaust systems, standpipe systems, and smoke control systems; inspects and performs tests for automatic sprinkler systems and hydraulic calculations, fire alarm and detection systems, and halon or other halogenated agents, carbon dioxide, or clean agent fire protection systems. • Implements policies and procedures and interprets construction and fire protection codes; examines all new codes and amendments; issues interpretations and oversees implementation /enforcement of newly adopted codes, standards, procedures, and laws. • Confers with building owners, tenants, architects, engineers, and the general public in matters concerning building and fire codes; investigates and resolves complaints, problems, and differences regarding plan review/permitting determinations. • Reviews, approves, and maintains engineering test results for strategic buildings while under construction.• Administers directives such as policies and procedures and memoranda from the State Fire Marshal’s Office and files reports as needed. • Reviews issued permits for quality control.• Participates in the code exception review process to grant alternative code compliance means.• Attends meetings with developers, contractors, and owners to review future plans or

 Supervised and trained 4 career fire officers and 6 part time fire inspectors assigned to the Code Enforcement Division.  Moderated the Post-Incident Analysis for the December 2010 multi-alarm fire in Frostburg, MD that claimed the lives of two college students.  Developed the “Fee for Inspection” program. Successfully lobbied the County Council to support a Fee Resolution, allowing DFRS to collect fees for inspections. Revenue generated through the inspection program helps offset inspector salaries. Assisted with the development of the Assisted Living Fire Safety Education Program in partnership with the Howard County Office of Aging. This program is delivered to all new and existing Assisted Living operators as a pre-requisite for their license renewal. Developed and implemented a Record Management System (RMS) for occupancies and inspections.  Represent the Fire Chief at State Legislative Committee meetings. Testify before Maryland legislators on proposed bills affecting the fire service. Conduct plan reviews of proposed buildings and represent DFRS in the County Plans Review Committee. Liaison with the Fire Protection Engineer concerning Life Safety issues with current plans. Provide additional investigative support to the Fire Investigation Division on large incidents.

Office of the Fire Marshal (May 2010 ­ January 2011) Supervised 20 personnel assigned to the Community Risk Reduction and Fire Investigation Divisions. Proposed and managed a $1.3MM budget for the bureau. Developed the bureau's FY2011 goals and objectives as they relate to Code Enforcement, Public Education, and Fire Investigation. Served as Plans Section Chief and Situation Unit Leader for the multi-jurisdictional Baltimore Region Incident Response Team. Incident command of multi-alarm incidents, as part of the command staff on-call rotation. Provided additional investigative support to the Fire Investigation Division on large incidents.

Captain, Bureau of Life Safety (2002-2007) Designed, implemented, staffed, and supervised the first DFRS Fire Investigation Unit. Fire Investigations throughout the county resulted in an arson arrest rate higher than the national average. Recruited and supervised 3 investigators. Developed the Memorandum of Understanding (MOU) between Maryland State Fire Marshal's Office, Howard County Police, and the DFRS Fire Investigation Unit regarding the investigating causes and origins of fire in the county. Assisted with plan reviews of proposed buildings and represented DFRS in the County Plans Review Committee. Liaison with the Fire Protection Engineer concerning Life Safety issues with current plans. Also served as House Captain, Station 11 (2005-2006). Responsible for oversight of equipment and personnel in a station with engine, brush, boat, mobile command, and ambulance operations. Also served as Float Captain, B shift (2006-2007). Rotated stations based on Captain's leave schedules. Assumed the duties of the Battalion Chief in their absence.
