About Tim Franklin

Tim Franklin, Ph.D., serves as Principal at Franklin Solutions (FS) where he works with leaders from higher education, community, business, and government organizations on strategic projects and initiatives. Tim joined FS full-time following his recent retirement from a 27-year career as an innovating university leader that included numerous regional, state, and national recognitions for his projects and work. Previously, Franklin held leadership positions at Virginia Tech, Penn State, Indiana State University, and New Jersey Institute of Technology. To mention a few of our recent projects, Nancy and I have been engaged by a large consortium of New England/NY universities around a Regional Innovation Engine proposal. We are working with Penn State on an agile strategic planning process and document. We are doing pro bono work for the Strategic Doing Institute, as well as with a couple of Asheville non-profits. And as we mention elsewhere in this profile, we had an extended set of work with Radford University. Nancy is the incoming board chair for a small theological institution. There are others but those represent highlights.

    During its transition year to a new university president, Nancy and I shared an interim leadership position at Radford University over the course of the 2021-22 fiscal year. Nancy served as Chief Innovation Officer and I served as Interim Special Advisor for Partnerships.My focus centered on Radford's partnership and economic development portfolio, including developing strategies tailored to Radford's capabilities and a strategic plan for Radford's economic development work. I also led an institutional conversation with Virginia Tech's senior leadership and delivered an agenda for partnership between VT and Radford. I provided a strategic assist to the Vinod Chachra IMPACT Lab's partnership and business development efforts, and helped deepen the IMPACT Lab's culture of innovation. I strategized and connected IMPACT Lab leaders with funding opportunities and networks in Virginia. My efforts also included developing a business model for the IMPACT Lab that was embraced by Radford's financial leadership. I represented Radford regional economic development organizations. I also performed executive coaching and trained staff on Strategic Doing. Nancy served as interim Chief Innovation Officer. In that role she oversaw the staff and programs of the Vinod Chachra IMPACT Lab, which delivers several credit-bearing, non-degree certificate programs using a competency-based education delivery approach. The Radford leadership team offered a talented set of colleagues and the program targeted several significant workforce needs. Both Nancy and I enjoyed our many special colleagues at Radford, reconnecting with others from our earlier times in Virginia, and spreading the good word about Radford's programs.

    Virginia Tech recruited Franklin to serve as founding executive director of the Institute for Advanced Learning and Research (IALR), the hub of a unique university-region partnership focused on economic transformation. This responsibility involved creating a new state institution from concept to reality. Franklin wrote legislation, defined mission, and articulated vision. Franklin led the development of a program set, partnerships, funding base, facilities, and personnel. The organization moved from 1 person to 4 newly constructed facilities covering 160,000+ sq. ft. hosting more than 75 employees with broad program offerings in little more than 4 years.Franklin led start-up activities including: 1) implementing newly-funded programs, 2) integrating partners, 3) defining and redefining structures and roles, 4) hiring faculty and staff, 5) opening facilities, and 6) designing orderly practices within the fast-developing IALR. The novel program model included seamless supports for incubating four new industrial clusters. It invested in applied research centers, commercial testing facilities, technology commercialization, advanced learning, outreach, a conference center, and advanced networking. IALR programs were involved in business expansion and job growth through new locations and expansions; hosting hundreds of companies at IALR; and providing unique services in: R&D, testing contracts for local and non-local firms, and comprehensive entrepreneurial services. IALR’s direct service region added nearly 6000 new jobs between 2004 and 2007.
