Previously assigned as the Safety Manager as an Owners Representative for Architect of the Capital –Capital Power plant for following Construction Management projects; Cogeneration (COGEN), Refrigeration Plant Revitalization (RPR), Utility Distribution System (UDS) Fall protection Upgrades, reverse osmosis, Fire alarm upgrades, chemical room installation, provide additional support to projects to include NASA Goddard, Department of Labor, National Geospatial Aeronautics. Contracts total value of $300M for Power Plant upgrades and revitalization. Consisting of large mechanical piping in an industrial application installing large chillers connected to forty two inch piping. Involving abatement, demolition to existing piping, then renovation to new code compliant standards and upgraded new designed facility. Provide operation and maintenance upgrades to the utility distribution system, which supplies steam, chilled water, and hot water to entire Capitol Hill facilities.

Previously assigned as the Safety Engineer for General Contractor on various high hazard and complex projects to include; National Security Agency (NSA)-North Campus Electrical Utility Plant $126M, BRAC 132 - Building Renovations $8M, DOD -Defense Media Activity $56M, DOD- Defense Information Systems Agency (DISA) $425M, , District of Columbia Courts of Appeals $116M, United States Army -Tactical Support Equipment Department (TSED) $56M, Department of Defense -Pentagon Renovation Wedges 2-5 $1.2B. Projects include construction from design build to state of the art high efficient facilities. Mr. Bates has received special recognition from US Army Corps of Engineers -Ft Lee TSED project for 320,000 Man Hours without a single incident / accident.
