PM on the Northern Ohio Integrated Command Operations Program (NOICOP) project. Primary Point of Contact between Kimball, the stakeholder group, ARDEC and the project sponsor, committed to the creation and deployment of a secure, data sharing network for a multi-county Homeland Security region in Ohio. Created and managed project documentation and records, such as project charter, Statement of Work, status reports and budget documentation. Kimball is a matrix organization. This position required a Secret security clearance.NOICOP is a three year effort with a projected budget allocation request of just under ten million dollars. There is an option for a fourth year, depending on available funding. The project allows Kimball to bring a wide array of human and technical resources to bear on a forward-looking project that hinges on the cooperation and support of local, regional and federal stakeholders. The conceptual R&D nature of the project provides challenges in terms of operationalizing cutting edge ideas to provide the greatest benefit to our stakeholders in their real-world applications.

PM and Deployment Chief on the PEMA project, providing supervision and oversight to Deployment Managers handling Phase I and Phase II wireless 9-1-1 implementation in 69 County and City Pubic Safety Answering Points (PSAP) in Pennsylvania. Created and managed project documentation and records, such as project charter, statement of work, status reports and budget documentation. Kimball is a matrix organization.Single point of contact and liaison between Wireless Service Providers (WSP), third party ALI data base providers, County governments and the Pennsylvania Emergency Management Agency (PEMA) in the Commonwealth of Pennsylvania.

Director - County level Department Head, reporting directly to Board of County Commissioners. Responsible for administration and operation of a mulit-jurisdictional 9-1-1 communications center serving forty-seven separate police, fire and EMS agencies and a population in excess of 200,000.

Chief of Police of the third largest township in Trumbull County, Ohio. I spearheaded a major public corruption investigation, in cooperation with the Ohio Attorney General's Office, that resulted in the indictment, arrest and conviction of the entire former command staff of the police department.Implemented turn-around strategies and acted as a change agent to purge the police department of corruption and return credibility and public trust to the agency. After I implemented a comprehensive five year recovery plan and delivered on the promises in that plan, the citizens voted to pass a funding levy that ensured solvency of the department into the next five years. The department continues to enjoy the trust and support of the citizens it serves.

My mission was to create and promulgate lesson plans and training manuals for police officers throughout Virginia. As part of the Victims Services Unit, our team was on the forefront of the victims rights movement that resulted in new legislation to protect crime victims, with a focus on child abuse investigation, mandatory arrest policies for domestic violence and hospital protocol for sexual assault victims. I wrote lesson plans on Victimology, Child Physical Abuse and Domestic Violence that were integrated into police academy curricula statewide. I have lectured at universities throughout Virginia and at police departments in Virginia, California, Indiana, Pennsylvania and Ohio and have published articles in Virginia Town and City and Ohio Police Chief magazine. I served as a consultant and trainer for the National Organization for Victim Assistance (NOVA), the Virginia State Police Academy, Crater Criminal Justice Academy, Chesterfield County Police Academy and the Commonwealth Attorneys Association. I have years of front-line experience with survivors of violent crime and was the first sworn law enforcement officer in Virginia to serve as director of a victim/witness assistance program.

Hopewell, Virginia

While serving the City of Hopewell, I held positions as Patrolman, Community Relations Officer, Detective and Patrol Sergeant. I established and directed a Victim Assistance program that was the first in Virginia to be administered in by a sworn police officer within a police department.I taught various criminal justice topics at several regional police academies and served as a NOVA consultant, training police in other areas of the country.

Conneaut Lake Park, Pennsylvania

Served as a Patrolman, Sergeant, then Chief of one of Pennsylvania's oldest amusement parks and resort areas. Situated on the largest natural lake in the state, the resort area drew a heavy influx of tourists from the Cleveland, Erie and Pittsburgh areas. This position required the ability to balance law enforcement needs with community expectations to preserve the fun, family atmosphere of the resort. While the permanent population was small, summer crowds often topped 40,000 people per day in a small area. The transient nature of the crowds coupled with a vacation setting and a robust night life presented unique challenges that required creative solutions with limited staffing. Several Outlaw Motorcycle Groups frequented the area and local law enforcement pioneered mutual aid in that county.
