I recently retired after completing over 40 years of law enforcement and public safety experience and more than 3,000 classroom hours of specialized law enforcement and leadership training. In addition to leadership and management, my specialties include interrogation, surveillance/counter surveillance, public corruption investigations and project management. I served as a DHS Intelligence Liaison Officer (ILO) for Columbiana County and held an active Secret security clearance until my retirement. I have served as a Police Chief in Pennsylvania and Ohio and at various levels in Virginia. I am a Certified Law Enforcement Executive (CLEE), and a graduate of the Police Executive Leadership College (PELC), 17th Session. I previously served eight years as Director of a consolidated, multi-jurisdictional 9-1-1 Center that received and dispatched calls for 47 police, fire and EMS agencies. Prior to accepting my position in Columbiana, I was Project Manager and task lead for a project involving the creation of a secure wide area data and intelligence sharing network (WAN) in a multi-county region in Ohio. Various public, private and military partners are stakeholders. This position required a secret clearance.Specialties: Extensive experience in public corruption investigations and as a change agent and turn around specialist. Experienced in delivering results in politically charged environments and with multiple Unions and contracts in a 'strong labor' region. Extensive experience in victim assistance, family violence and child abuse investigations and activism. Extensive experience in directing state-wide wireless 9-1-1 Phase II deployment and client management in high stress environments.

I spearheaded a major public corruption investigation, in cooperation with the Ohio Attorney General's Office, that resulted in the indictment, arrest and conviction of the entire former command staff of the police department.Implemented turn-around strategies and acted as a change agent to purge the police department of corruption and return credibility and public trust to the agency. After I implemented a comprehensive five year recovery plan and delivered on the promises in that plan, the citizens voted to pass a funding levy that ensured solvency of the department into the next five years. The department continues to enjoy the trust and support of the citizens it serves.

I wrote lesson plans on Victimology, Child Physical Abuse and Domestic Violence that were integrated into police academy curricula statewide. I have years of front-line experience with survivors of violent crime and was the first sworn law enforcement officer in Virginia to serve as director of a victim/witness assistance program.
