Created a detailed analysis of admissions for Soldiers on Active Duty, in the Army Reserves, and in the National Guard.

Managed day to day operations for a Health Care System that extended across three states and the District of Columbia. Supported over 62,000 patients, with 1280 staff, and an annual operating budget in excess of $200 million. Directly responsible for human resources, contract support, medical billing, knowledge management, logistics, medical supply, facility management, information systems, resource management and clinical support.• Led the reorganization of the leadership teams, to standardize the leadership structure and increase the number of deputy commanders by six, across the entire five clinic health system. This culminated with a successful Joint Commission survey that praised the leadership environment and teamwork across the entire system.• Implemented initiatives that improved the data accuracy and increased the clinical availability of our providers to increase the number of appointments available. Served as the lone Army Medicine analyst in the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (CAPE). Lead teams of senior military and civilian analysts in assessing economic, fiscal, and manpower resource issues associated with planned or proposed defense programs, weapon systems, and military forces. Instrumental in analyzing, evaluating, and recommending performance and effectiveness improvements to the Department of Defense's Sexual Assault Prevention and Response Program. Prepared independent analyses and cost estimates for defense programs, budgets, and weapon systems. Lead elements of the Defense Health Program issue team during the FY 2015-2019 Program and Budget Review; providing analysis and the development of alternatives to address an $11 billion shortfall in the Defense Health Program.

US Army Medical Command HQsServed as the deputy consultant for the Health Service Comptroller area of concentration, acting as the single point of contact for all training and assignment actions for the more than 100 officers that are current and aspiring Army 70Cs.

Served as the US Army Medical Command's medical program integrator. Responsible for the development and defense of a $38 billion, 5-year Defense Heath Program budget plan. Prepared a $7 billion President's Budget responsible for conducting analysis of internal requirements and external directives, including legislative guidance to develop sufficient medical, dental and veterinary funding. Monitored the impact of legislative action upon the Army medical force structure and out year budgets.• Coordinated $30 million funding transfer that included Walter Reed Army Medical Center as part of the 2005 Base Realignment and Closure. Ensured that a seamless transfer of funding occurred to allow for the continued operation of Military’s Premiere Medical facility.• Selected to serve as the Army Medical Command Budget Officer for a period of nine months following the departure of the incumbent. Oversaw, directed and monitored execution of a $13B annual budget across 40 different facilities worldwide. Lead the development of the risk mitigation strategy during the 2013 sequestration enactment.
