Profile bio

About Timothy Dean

January 11, 2024
I currently work as a self-employed Senior Labor Management Consultant and have since March 2018Previously, I held the position of Staff Representative/Sub District Director, while working at United Steelworkers (USW) I held these respective roles for nearly 20 years (December 1996 - April 2016). During part of these years, I was assigned to be the head of the USW in West Virginia as the Sub-District Director where I was responsible for overseeing two (2) offices in the State as well as two (2) secretaries, several organizers, and ten (10) additional International Representatives, assigning their areas of coverage, signing off on all Collective Bargaining Agreements across the State where at that time there were in excess of one hundred (100) Agreements with Companies that ranged from Specialty Steel Plants, Large Aluminum Plants. My responsibilities required me to become familiar in high level mergers and acquisitions.  I bargained provisions such as "Corporate Governance" that would involve language that covered the following topics: ESOP's, Upstreaming, Right to Bid, Investment Commitments and job security provisions.
I also represented employees at the AK Steel plant at the "Ashland Kentucky plant" for several years. I was involved in the contract negotiations and first chaired the arbitration cases for that membership. AK Steel attempted to move production from this plant to another but the Union prevailed.
I was assigned by the International President of the USW as first chair for the Special Metals Master contract negotiations that covered multiple locations/facilities where Special Metals Corporation had filed Chapter 11 bankruptcy During these negotiations I was able to negotiate a Board seat on the Parent Company of Special Metals Corporation Board of Directors.  Additionally I introduced the following and negotiated: Successorship language, Neutrality provision, Corporate Governance provision, Joint Labor Management provision.
Additionally, and only a couple of years after these negotiations were conducted, when the various investment groups that owned SMC wanted to put the Company up for sale. I led the effort to block certain Investors from succeeding in their efforts to purchase Special Metals Corporation
Additionally I successfully led the effort to negotiate an influx of several million dollars into the VEBA since the emergence of Chapter 11 in order to restore back a more mirrored version of the health care for current and future retirees and their spouses. After sitting on one side, I moved to the other

Served in numerous capacities on Trustee Boards which handled hundreds of millions of dollars, served on numerous boards that were appointed by Governors of WV. Have extensive experience in negotiating with company’s in bankruptcy and served on Unsecured Creditors Committees. Significant experience in legislative and lobbying areas. Extensive experience in teaching others grievance and arbitration preparation and contract negotiations. Extensive experience in working with the National Labor Relations Board in both filing charges, giving depositions, testifying and providing evidence as well as defending my position not to move certain issues to arbitration. My 20 plus years of lead advocate in Arbitration with both large and smaller Employers plus my extensive experience in chairing contract negotiations with very large Employers, some “Master Contracts” that covered numerous facilities throughout the Country should be given strong consideration up against my not having a Masters or Bachelors degree in Labor Relations or Human Resources. I have dealt with both but mostly 80% of my arbitration cases and contract negotiations were done sitting across from Corporate Attorneys and not LR or HR representatives. I am not intimidated by either and have faced some of the best Labor attorneys in the Country. Show less
