I serve as the NE Region Vice President for Tetra Tech where I bring more than 23 years of experience in utilities and infrastructure team operations. My experience encompasses the management of daily utility and infrastructure operations; including program and project management of water and wastewater infrastructure design, water distribution system design, wastewater collection system design, water pump station and wastewater lift station design, large and small diameter pipeline design and water and wastewater treatment plant design in addition to sludge handling and disposal, and water and wastewater reuse design. I administered the program management, preliminary assessment, design and construction of multi-organization water and sanitation projects in the developing regions of Uganda, Haiti, Bolivia, El Salvador and Guatemala. Prior to my current position, I served as a professor of civil and environmental engineering at Virginia Military Institute, where I earned the Jackson Hope Teaching Award, the Wilbur S. Hinmon Research Award, the VMI Distinguished Teaching Award, The Jackson Hope University Prize for Excellence in Institute Advancement and the highest teaching honor in the state of Virginia, the State Council for Higher Education in Virginia (SCHEV) Outstanding Faculty Award. I earned a PhD in 2008 at Virginia Tech, M.S. in 1999 at the University of Maryland College Park, and B.S. at Virginia Military Institute in 1997 in Civil and Environmental Engineering. I am a Professional Engineer (PE), Project Management Professional (PMP) and Designated Design Build Professional (DBIA).

Operated and maintained various real-time air quality analyzers for pollutant concentration analysis and developed LabView 8.0 interface in which to communicate, acquire and log all data from various analyzers. Conducted numerous field studies of measurement areas in order to validate land use and socio-economic data obtained and performed field experiments in urban areas of Virginia in an effort to quantify anthropogenic emissions.
