Working as a Professional Engineer (Range-D - T.E. Civil) in Caltrans' Geotechnical Design division. As part of the Division of Engineering Services in Sacramento (Headquarters), Geotechnical Design works from advanced planning to maintenance issues on the Interstate System and State Roads to identify problems and recommend elements of roadway designs. Typical projects and duties include: emergency project response (fire, earthquakes, flooding, culverts, slopes, pavement, bridges, earth retaining systems); leading co-workers in rock scaling and climbing; assisting co-workers in rock blasting; reviewing and commenting on encroachment permit applications; researching information through as-builts; preparing memorandums to report on project site conditions; preparing reports for elements of roadway designs (bridges, earth retaining systems, pavement); and assisting co-workers in subsurface investigations.Duties include:- Conducting geotechnical studies including site exploration, direction of laboratory testing, analysis and preparation of reports presenting recommendations, designs, and specifications including consideration of constructability.- Developing design and specifications to utilize various shallow and deep ground improvement techniques.- Reviewing for both technical content and conformity to Caltrans' policies and procedures, consultant-prepared and Caltrans-prepared materials and geotechnical reports, plans, specifications, special provisions, and estimates for the geotechnical design and construction aspects of a variety of Caltrans and special funded projects.- Providing technical support to the District and the Division of Engineering Services construction personnel in the forms of, but not limited to, on-site construction inspections, evaluation of construction claims, and claims support.- Preparing and managing consultant contract task orders.

Worked as a Professional Engineer (Range-D - T.E. Civil) Lead Worker and Resident Engineer in Caltrans' Construction division. Projects include rebuilding Interstate 008 (PM 90 to 96.8) with Continuously Reinforced Concrete Pavement (CRCP), incorporating approach slabs at bridge locations ($45 Million), rebuilding and overlaying Interstate 008 (PM 83.1 to 90.0) with CRCP ($49 Million), rebuilding and overlaying Interstate 008 (PM 40.4 to 45.5 & 55.0 to 65.0) with CRCP ($83 Million), and bridge widening on State Route 76 (PM 22.2 to 40.0).Duties include:- Acting as a lead worker over a team on inspectors, materials testers, consultants, and office personnel. - Making estimates for transportation projects to make sure the expenditures do not exceed the estimated bid item prices.- Communicating effectively, both verbally and in writing, under tight time constraints and various work related pressure situations typical with the Construction industry. Correspondence must be made daily with the contractor, including giving directions in particular situations, as well as with State workers in other departments, professional staff from outside agencies, members of the traveling public, property owners, and other agencies involved in the project (Federal, Sovereign Nations, State, County, City, ...).- Responsible for reviewing and submitting Change Orders in a timely manner, while organizing and prioritizing project records. This also includes updating contingency funds to make sure they do not exceed allotted funds for the project. - Reviewing plans and specifications, on a project-by-project basis, to interpret and enforce the State's requirements for completeness and accuracy. - Conducting engineering investigations to insure compliance with applicable laws, ordinances, standards, and contract documents. This includes inspections and the progressive monitoring of materials and methods of the finished products prior to acceptance.

Worked as a Professional Engineering (Range-D - T.E. Civil) Lead Worker in Caltrans' Culvert Inspection Program (CIP). As part of a statewide database collection of all highway drainage culverts, the CIP identifies and recommends rehabilitation needed to avoid culvert failures such as sinkholes. Typical duties included: maintaining the quality and integrity of data during collection, processing, and storage; researching information through as-builts; supervising, delegating assignments, and training two (2) transportation engineering technicians; providing assistance/support by joining in fieldwork with inspectors; requesting funding and purchasing equipment; holding safety meetings; performing pre-operational inspections and scheduling vehicle maintenance; and evaluating performance via monthly counts of culvert inspections, then reporting them to our headquarters in Sacramento. Program highlights (District 11 - San Diego and Imperial County):- Received Superior Accomplishment Award (February 2013).- Started an on-line flex viewer to share data collection, photographs, and drainage information with other functional divisions.- Georeferencing as-builts plans along every interstate and state route in our district- Pre-inspection database from as-builts to map our existing drainage, schedule inspections ahead of time, find drainage features in the field, and identify problem areas/materials (metal vs concrete), that added to our monthly required inspection numbers.- Real-time data correction in the field - with multiple data collectors.- GIS maps for each route inspected with photographs identifying troubled areas and locations of drainage features for field personnel.- Two (2) Project Initiation Documents (PIDs) for rehabilitating culverts produced solely on our inspections, in addition to our daily inspections. This was one of the first PIDs to be created within the CIP, and was accomplished in less time due to the groups familiarity with the culverts.

Worked as a Range-C Civil Engineer (Transportation) in Caltrans' Hydraulics division. Duties included:- Review and comment on encroachment permit application involving Caltrans drainage facilities or affecting existing drainage paths.- Calculate hydrology and perform backwater analysis at bridges; from onsite hydrology calculations, to drainage inlet size, and spacing storm drain systems.- Conduct field visits to see projects under construction, to review storm damage after a major storm, and see the performance of drainage facilities while they are in operation.

Worked as a Range-B and Range-C Civil Engineer (Transportation) in Caltrans'​ Construction division. Projects included a new expressway labeled the Brawley Bypass ($82.5 million), Imperial Route 007 resurface roadway with rubberized hot mix asphalt ($2.5 million), Imperial Route 078 polymer modified asphaltic emulsion seal coat on roadway ($9.7 million), and Interstate 008 additional traffic lane at Greenfield Drive ($9.5 million).Duties included:- Making engineering inspections to ensure compliance with plans and specifications.- Monitored contractor's work and progress to measure and record pay quantities.- Prepared monthly progress estimates, contract change orders, contract acceptance, and drafting and engineering necessary for revisions to contract plans.- Performed field tests of construction materials, and reviewed field tests by others.

Worked as a Range-A and Range-B Civil Engineer (Transportation) in Caltrans' Design division. Projects included Brawley Bypass ($49.5 million) and Carroll Canyon extension project ($69.6 million). The Brawley Bypass (Stage 3) project involved the construction of a four-lane expressway in Brawley, CA, to improve international movement of goods along the Calexico-Coachella Cargo Corridor and divert truck traffic from the downtown area to the bypass expressway. The Carroll Canyon / Interstate 805 HOV extension project included the construction of a direct access ramp (DAR), a high occupancy vehicle (HOV) lane in each direction along I-805, and the extension of Carroll Canyon Road under I-805.Duties included:- Preparing design drawings such as construction details, cross sections, horizontal profiles, and vertical profiles.- Researching information through various records such as appraisal maps, as-built drawings, photo logs, and various reports.- Performing computer aided drafting and design (CADD) and manual delineation on different media types for project plans, design drawings, displays, plots, and other mappings. - Calculating volumes of earthwork quantities for cut and fill and roadway structural quantities using Autodesk CAiCE Visual Trasnsportation 3D design and drawing tools. - Developing on-site drainage plans, including rainfall intensity/duration/frequency curves, delineating drainage areas, and inlet spacing.
