I lead research and develop programs that focus on algorithm development for automated object detection, tracking, classification, and 6DOF pose estimation for video and image processing applications. This includes recent programs that focus on artificial intelligence and machine learning (AI/ML) and more classical physics/stochastic-based signal/image processing approaches. Recent contributions include unresolved low-SNR target detection and tracking, track-before-detect, visual- based pose estimation for relative navigation, rare object detection using low-shot methods for remote sensing. Current role involves leading small teams in advanced research programs. This includes technical implementation, software development/management and overall program management for department of defense and intelligence community customers; customers include the Air Force Research Lab (AFRL), US Space Force (USSF) Space and Systems Command (SSC). Missile Defense Agency (MDA), National Geospatial Intelligence Agency (NGA), and DARPA. As a Deputy Team Lead, I have a lead role and responsibilities in new business development, technical proposal writing, and capture team management. Programming languages include Matlab, C/C++, Python.

As a member of the Air and Missile Defense Division (AMDD) working for the A3E Multisensor Integration group Mr. Fair supported the analysis, development, and design for several AMDD programs supporting both the Navy and Missile Defense Agency. These efforts included design and development and analysis of multisensor detection, tracking, association, discrimination, and resource management algorithms to support critical program milestones. Most notably, Mr. Fair served as a member of the Precision Tracking Space System (PTSS) tracking and association team, and the MDA led integrated discrimination working group while at APL.
