Responsible for the development, administration and implementation of the Chemical, Biological, Nuclear, and High-Explosive (CBRNE) Defense/Emergency Management programs at Scott Air Force Base. Provide broad program oversight of performing activity and execution of the military installation’s Disaster Preparedness (DP), Emergency Management (EM), Chemical Warfare Defense, Hazardous Emergency Response, Weapons of Mass Destruction, and other associated programs. Acts as an advisor to the Installation Commander, and local emergency responders to unit on all emergency management issues to include, but not limited to, terrorist use of CBRNE materials, risk-based vulnerability assessments, and critical mission infrastructure. Effectively gathers and assesses Intelligence related to anti-terrorism, and CBRNE defense, and applies information towards an exceptional all-hazards mitigation program. Provides oversight of exercise evaluation program to test the installations ability to respond and recover from Major Accidents, Natural Disasters, and terrorist use of CBRNE. Develop goals and objectives, integrating organization and Readiness objectives. Establish, develop, and maintain effective working relationships with all levels of executive management as well as outside agencies such as FEMA, FBI, and State, County, and Local municipalities.

Meticulously assesses unit wartime readiness for over 143,000 personnel. Expertly writes/directs realistic large-scale Emergency Management/C-CBRN/HazMat exercises; comprehensively assesses unit compliance with Air Force Directives and Programs. Conducts thorough and in-depth briefings with the Air Mobility Command Inspector General and Civil Engineer on readiness/EM trends and issues. Conducts Counter-Chemical Warfare Concept of Operations training for 100 IG inspectors. Reviews, modifies, and analyzes Air Force wartime and peacetime contingency planning documents. Able to assess, and deal with complex bureaucratic issues affecting inspection activities; notably coordinated the need for CBRN detection equipment for AF Reserve Units during Operational Readiness Inspections (ORI) when HQ AFRC decided to prematurely remove them from unit locations. Prominent action and coordination ensured that valid inspections for counter-CBRN operations was able to be conducted with seamless integration of coordinated pre-positioned detectors located at Combat Readiness Training Centers. Crafted brilliant scenarios; weaved synchronized attacks during combat readiness inspections--validated unit command and control, operations, and responder capabilities. Skillfully authored supplement changes on the Command's inspection instruction which shaped training requirements to the mission, and enhanced overall readiness. Outstanding leadership effortlessly guided command WMD inspections during migration to NIMS standards. Master scenario writer of realistic WMD exercise events--prepared over 52 Emergency Mgmt/Counter-CBRN troops for real-world responses
