Leading the experienced team of attorneys who comprise the International Environmental Law Practice Group (IELPG) and provide legal counsel to all Environmental Protection Agency programs and offices with respect to international law, institutions, and procedures. The IELPG legal team provides legal counsel on the following topics:• international law applicable to environmental and human health protection, including customary international law and international agreements pertaining to environment and human health that are in force with respect to the United States; • international trade and investment agreements;• the implementation of international obligations at the domestic level;• the negotiation of international agreements and amendments; and • issues involving transboundary pollution and transboundary movement of toxic substances and hazardous wastes. IELPG attorneys represent EPA in international dispute settlement; in negotiations to draft and implement international agreements, protocols, and other instruments; and in interagency processes to resolve international legal issues related to the environment. IELPG attorneys also conduct legal capacity building activities with other countries regarding their environmental regulatory systems and provide legal counsel on cooperative and technical assistance to other countries.

• Wrote more than 50 legal opinions published as Environmental Protection Agency final decisions regarding nationally significant and precedent-setting issues arising under the CAA (PSD/NSR permits, emissions and asbestos work practice violations), CWA (NPDES permits, discharge and wetlands violations), SDWA (UIC permits, monitoring and testing violations), NEPA, TSCA (lead-based paint violations), FIFRA (labeling, distribution/sale and applicator violations), CERCLA (reimbursement claims), and EPCRA (reporting violations). Awarded three Agency bronze medals and consistent praise for legal analysis and writing.• Wrote training curriculum on principles of environmental adjudication and organized and facilitated international environmental law capacity-building seminars for leading judges, environment ministers, prosecutors, law professors, and NGOs in China, Indonesia, Philippines, Guatemala, El Salvador, Costa Rica, and Jordan, including the first meeting of presidents of judicial training schools in Central America. Awarded a bronze medal for these international judicial capacity-building projects. • Represented EPA in negotiations with other federal agencies, international organizations, NGOs, and foreign governments and their agencies in establishing cooperative arrangements for capacity building programs, including negotiation of inter-agency funding agreements and developed and analyzed performance measures for those agreements.• Led and facilitated coordination of a team of attorneys in designing and implementing the EAB's electronic case management, filing, docket, and web page system. Awarded a bronze medal for this project.
