• Leading a group of 14 staff in developing cost estimates for Public Assistance grants based on Applicant-submitted documentations for Cat F projects for an approximate total of $10.7 Billion dollars.• Conducting internal Peer Review assessments for 14 staff ensuring quality, completion, accuracy, and compliance with laws, regulations and policies within the development of Public Assistance grant applications.• Responsible for mentoring, skill development, and work assignments of 7 Technical Contractors.• Ensure internal readiness of staff required for Stafford Act program delivery and recovery operations.• Provide viable recommendations and solutions to senior leadership on organizational or program needs.• Render programmatic guidance interpretation as it applies to federal/state policies, regulations, or other directives.• Render guidance interpretation as it applies to the application of the Bipartisan Budget Act through the Public Assistance Program (FEMA Recovery Policy FP-104-009-5).• Leading, supporting and monitoring the day-to-day assignments, resulting activities, and associated needs of the 14 staff assigned to me.• Lend support to the Specialized Lane staff in Cat D and F projects.• Utilize excellent customer service and diplomatic resolution skills in all interactions with various stakeholders, Head Quarters, Joint Field Offices, Field/Regional/State, Applicant, and PA CRC staff.• Serve as a Subject Matter Expert regarding appropriate validation, developed scopes of work, and documented reasonability of cost estimates for submitted projects, and Public Assistance sub grants.

For event EM-3426-PR:• Field inspection and development of Preliminary Damage Assessments (PDA) for damages to the Cat. F facility (Costa Sur Steam Power Plant in Guayanilla, PR).• Received “Program delivery MVP” recognition for the week of 1/13/20.For event DR-4339-PR and DR-4340-USVI:• Develop damage descriptions, scope of work, and cost estimates for Public Assistance grants based on Applicant-submitted documentation for specialized complexity projects.• Review and validated Applicant-submitted documentation in support of Public Assistance grants where work is complete.• Develop damage description and dimensions, scopes of work, and costs based on Applicant-provided documentation.• Identify missing information and coordinating with counterparts to resolve.• Identify potential eligibility issues and addressing those issues in coordination with leadership in field and Consolidated Resource Center offices.• Mentor and coach new validation specialist on validation techniques, processes, and quality improvement processes.• Lead daily huddle meetings of the specialized projects lane.

• Develop Scope of Works and Material Take Offs based on Field inspections.• Develop photometric studies, electrical layouts, load analysis and electrical panel schedules.• Render guidance and recommendations for electrical equipment solutions and procedures.• NEC standards compliance, and local electrical utility compliance (PREPA, Aqualectra, BPL).

More than 7 years’ experience:• Leading a group of 4 supervisors per shift in the operation of the Puerto Rico electrical power grid, ensuring reliability, accuracy, and compliance with the local utility regulations and policies.• Conducted assessments of line clearance procedures developed by 2 staff members.• Extensive knowledge of electrical power grids, including electrical generation plants, as a result of daily supervision of all the operational procedures of the PREPA electrical power grid.• Determining and executing contingency responses to outages and failures.• Developing daily report of efficiency and stability outcomes during my shift.• Developing SQL, Excel and .NET based software tools.Achievements:• Received Honor for “Electrical Blackout Restoration” in 2016 and 2017 for contributions in restoring two blackouts to the PREPA power grid.• Never caused an injury, outage, blackout or lost in efficiency during my shift hours for 7+ years.
