In Rebuild, the Kenney Administration has made a historic commitment to increasing access for minorities and women to work in the building trades, and supporting the growth of disadvantaged businesses in Philadelphia. The Deputy Director for Diversity & Inclusion will be dedicated to making sure that Rebuild lives up to this commitment. This person must be driven by the urgency of this work and their passion for increasing economic opportunity for all Philadelphians.The work of the Deputy Director for Diversity & Inclusion falls into two areas: workforce development and M/WBE support. The Deputy Director is expected to dedicate the majority of his or her attention to the business inclusion and support work. He or she will also oversee the workforce development work in close coordination with the City’s Office of Workforce Development (OWD); these efforts will build on a considerable body of planning work that has already been developed.

Responsible for the coordination and implementation of duties related to internal and external diversity and inclusion initiatives for all capital projects in the Council District, including up to 20 Capital Projects (Parks & Recreation $2M/Airport $40M+/Navy Yard $15M/Rebuild $40M+). Active member of various internal and external Diversity Committee meetings, preparing/planning agenda, and summaries for circulation. Serve as a member of the Advisory Committee staff and prepare and coordinate correspondence and reports, working with all business constituents, including Developers and Engineer departments throughout the City of Philadelphia. Track, monitor, and maintain accurate progress report for development projects. Monitor reports pertaining to RFPs and other requests, as needed. Coordinate with other firm/agency departments and offices on diversity-related initiatives, including sponsorships of job fairs and benchmarking assessments. Attend meetings, as requested, to provide information and serve as a point of contact/resource on behalf of the Office of District Councilman Johnson. Highlights include, but not limited to:- Collaborate with Rebuild consultant(s), the City of Philadelphia Office of Economic Opportunity (OEO), the Commerce Department, and other entities to develop and implement a set of complementary business supports which may include bonding assistance, insurance assistance, access to capital/ cash flow assistance, and technical assistance/ mentoring/ peer support. The goal of these supports is to grow the capacity of M/W/DS/DBEs (and firms that are not yet certified) that work on Rebuild projects. - Coordinating with City departments, such as OEO/Commerce and Law, to create a Compliance Agreement for nonfunded city projects. This process ensures increased diversity enrollment for private projects in the district.

Reporting to the executive Director, Coordinated and oversaw community outreach working with community-based organizations on local programs, such as "Philly Rising" and gentrification reversal projects with the African American Chamber of Commerce for non-profit housing preservation programs. Responded to complaints by accessing homeowner documents, evaluating, and preparing report with recommendations to Executive Director for stabilizing situation or escalation – taking necessary action and directing Manager/Inspector once recommendation approved. Served on Contractor Review Committee and assisted in determining contractor renewals. Managed contractor complaint database for new and existing clients. Initiated and investigated homesite for preliminary inspection. Evaluated issues and developed the resolution process for all quality control consumer/client complaints related to plumbing leaks, electrical hazards, contractor warranty expiration, etc. Ensured work and quality assurance, with final follow up visit. Fleet Procurement and Management (30 authorized vehicles, including executive fleet for Director and Deputy Director of PHDC). Solicited car dealers and reviewed bid contracts, preparation of monthly parking invoices, settled all parking and traffic violations (which included periodic court appearances); managed vehicle maintenance requirements and authorized repairs. Coordinated assignment and disposal of unassigned vehicles and worked with the Department of Fleet of the City of Philadelphia for processing vehicle decal assembly required for municipal license plates.

Directed the administrative, clerical, and field visitation staff (6) for 70+ site diversity management, with budget scope of three programs ($13M, $4M, $2M). Created, monitored, and delivered the Contractor Workforce Diversity report necessary for implementing the diversity Employment Plan. Chaired Pre-Qualification Committee and served as Director of Construction program; identifying and suggesting support of minority business utilization, as well as, employment opportunities for residents. Promoted use of PHDC's Job Center to identify local community talent for construction projects; oversaw job placement development. Reviewed contractor applications, which averaged 50 to 60 annually, to participate in PHDC programs with an operating budget of approximately $15M, between the 3 primary programs offered; Verified financial statements, articles of incorporation, etc. Monitored licensing & contractor efforts for submission of monthly reports showing use of required minority-based companies, ensuring compliance with local and federal regulations; Prepared a quarterly report summarizing contractor performance reflecting total minority & female participation in programs. Evaluated and approved affirmative action plans. Outlined local regulations and reporting requirements with contractors during pre-bidding conference or RFP briefing. Investigated reasons for lack of reporting or regulatory problems. Highlights of accomplishments include, but not limited to:- Effective monitoring achieved a 40% participation of local and federal goals, including 18% for overall minority, and women business participation 42%.- Developed program for small businesses to acquire technical and finance support, including partnering with SBA for conventional loan process proving contractors access to lines of credit and capital to fulfill contractual obligations – then deducted upon contract completion.

Community Workforce Advocate & Talent Recruiting Liaison: Assisted in identifying employers for agency's Annual Housing and Job Fair. Contacted local employers to promote the use of PHDC's Job Center. Interviewed clients to assess needs. Identified local talent online, through newspapers, and referrals seeking employment, and then preparing program participants for staffing development projects. Interacted and coached general public at orientation sessions to assess job & life skills, resume preparation and match employers to potential employees. Prepared and maintained recruitment effort reports for employee hires. Highlights of accomplishments include:- In conjunction with Workforce Development, coordinated a 3-year State Funded Maintenance Mechanic training program providing basic carpentry skills and job placement for graduates, resulting in a 70% placement rate with union and nonunion contractors.
