The evolution of this new program office resulted in centralized support and unified policies for the sustainment and life cycle engineering of all surface ships in the Navy. Pioneered new processes to improve the timely completion of technical reviews and logistics support for every ship alteration within the portfolio resulting in significant improvement in operational availability and a reduction in lost operational days across the fleet. Volunteered to chair service-wide executive steering committees to promote knowledge-sharing and process improvement, resulting in significant improvements in strategic communications and process alignments across the Department of the Navy.

Accountable for programming and execution of over $4 billion across the future years defense plan (FYDP) for modernization and for the issuance and contractor performance of over $4 billion across the FYDP in maintenance for all Amphibious, Expeditionary and Command Ships. Spearheaded the first major modernization effort to fully integrate the F-35 Joint Strike Fighter aboard a Navy Ship, resulting in a highly successful delivery of a new mission for Amphibious Assault Ships on time and within budget. The programs spanned Fleet introduction, life-cycle management and sustainment for the combat systems of both Mine Countermeasures Ships (MCM-1 class) and aircraft (MH-53E / MH-60). A pioneer of the framework for the littoral combat ship mine warfare mission module. Demonstrated dynamic leadership in spearheading the program and filling the Urgent Operational Need (UON) requirement to field the Seafox mine neutralization program in less than one year from receipt of requirements to fielding and deploying systems aboard Navy ships, ensuring critical United States operational strategy was executed as planned.

Ship's Executive Officer during two major overseas deployments to include nine months in support of Operation Iraqi Freedom, leading the ship through successful operations in maritime security around the ABOT and KAAOT oil platforms, critical to the economic development of Iraq's infrastructure, ensuring safe territorial waters existed as Iraq pumped over $5 billion dollars of oil through the region, contributing to the stabilization of the new government. Spearheaded the effort as afloat forward staging base for both US security forces aboard the oil platforms as well as the US Marines operating ashore in Falluja. Skillfully employed all available coalition assets as scene of action commander for 46 days, resulting in the safe and successful execution of the first Iraqi national election in January 2005.

Architect of the transformational High Speed Vessel program, providing OPNAV direction and oversight to facilitate the delivery of SWIFT (HSV-2) from contract to sail away in only ten months, shattering old ship construction paradigms.
