The BaSE Program is a business led transformational change program designed to realise significant business value through the implementation of more efficient business processes, information, IT systems and capabilities including an ERP solution. The scope of work included the Finance, Procurement, HR, Payroll and Assets and Works Management business functions.Tim in this role led the engagement of a Business Transformation Partner (BTP) to work with Council to develop the Business Case, procure the ERP solution and deliver the business transformation outcomes. The program has a ten year endorsed Business Case of $350M. The program will be delivered over three years and has a combined Council and BTP workforce of over 400.Tim was directly accountable for ensuring:• Program governance arrangements where implemented and effective;• Contractual arrangements between Council and its delivery partners where appropriate, effectively implemented and ensured the program would meet its performance KPI’s;• The review and endorsement of all key program deliverables to ensure the solution design would enable the target business outcomes and benefits;• The day to day management of the team and monitoring of progress against plan.The program successfully delivered the capability over two releases and within the agreed time & budget tolerances set within the Business Case.Key benefits delivered by the program included:• $400M of cashable savings to be realised over the ten year life of the Business Case;• Implementation of enterprise wide business processes to support Council's core functions;• Significantly enhanced asset information into a single repository;• 800 field workers have been transitioned to mobile technologies; • 60+ legacy systems can be decommissioned. These activities included:• The quarantining of the CIS/PAS project which had its prime contractor terminated;• The decommissioning of projects that no longer were deemed viable in the delivery of their business outcomes;• The rescoping and realignment of projects that were still viable but were failing to meet their milestones;• Resolution of issues with third party providers to enable projects to meet their milestones;• The implementation of effective governance practices to enable Sponsors to better deliver the agreed business outcomes;• The establishment of a Program Management Office (PMO) to provide a single source of truth to the CIO and Sponsors with regard the performance of the program and its individual projects.These activities were highly sensitive and Tim was required to provide regular briefings to the Minister of Health, Director General, CIO and stakeholders.
