The Massachusetts Board of Library Commissioners (MBLC) is the agency of state government with the statutory authority and responsibility to organize, develop, coordinate, and improve library services throughout the Commonwealth. The nine commissioners set policy and conduct official business.

The EveryLibrary Institute NFP operates exclusively for educational and charitable purposes, including primarily research, writing, publishing and related activities concerning public, academic, and school libraries in the United States for the purpose of public education, strengthening the civic life of communities, bridging social and societal gaps, and for the future of the profession of librarianship.

Organized by the Chief Officers of State Library Agencies with support from the institute of Museum and Library Services, the Measures that Matter initiative began in 2016 to coordinate a field-wide conversation around library data collection and use with the aim to develop and implement a related action plan. The initiative's intention is to examine, evaluate, map, and develop the landscape of public library data collection in the United States with key stakeholder groups for a more coordinated approach to the collection of public library data nationally and greater effectiveness in using it.

AMR Management Services is an accredited association management company (AMC) providing a wide range of services including strategic leadership support, financial management, event planning, member relations, marketing and communications, program management, information technology services and general administration. Primary role from June 2014 through June 2021 was service as Executive Director of the Chief Officers of State Library Agencies. COSLA is an independent national non-profit organization of chief officers of state and territorial agencies responsible for statewide library development. COSLA provides leadership on issues of common concern and national interest; furthers state library agency relationships with federal government and national organizations; and initiates cooperative action to improve library services to the people of the United States. Professional association management services are provided by AMR Management Services.
