As one of the six major presidential higher education associations, NAICU's institutional membership is comprised of presidents from accredited private, nonprofit colleges and universities. Since 1976, NAICU has represented to the federal government this subset of American higher education, focusing on policy issues affecting student aid, tax policy, and government regulation.

Serving the community with the Ohio Foundation of Independent Colleges (OFIC) -- founded in 1950 as a non-profit 501(c)(3) organization representing higher education in Ohio. OFIC solicits corporate donations and distributes funds to member colleges and universities to help students — impacting local economies and providing opportunities for corporations to strengthen and multiply their pool of future college-educated workers. These gifts enhance the higher education experience for our 80,000 students as they develop the knowledge and skills necessary to enter the national and international workforce.

Retired. Oversaw comprehensive governmental relations activities across the $1.7B research and development portfolio on behalf of the Department of Defense, the Intelligence Community, the National Aeronautics and Space Administration, and other Federal agencies. Served as the Secretary of the APL Board. As the nation's largest University Affiliated Research Center, the Laboratory had 7,000 staff members making critical contributions to a wide variety of nationally and globally significant technical and scientific challenges.Prior to this appointment, served for nearly nine years as the Mission Area Executive heading up all aspects of the Laboratory's precision engagement systems engineering and science & technology portfolio. In this capacity he also provided advice and counsel for senior government officials handling matters in the application of emerging technology for enhancing national security. Retiring from the Laboratory in 2019, he remains a member of the Laboratory's highly prestigious Principal Professional Staff.

Served 350+ professional working students as the Chair (Director) for both the newly created Engineering Management (ranked #1 in the country (2019, 2020, 2021) by US News & World Report) and the legacy Technical Management non-residential graduate degree and certificate programs. Served as faculty in the Whiting School of Engineering, as a Principal Investigator (PI) leading research, and on university committees.

Served the alumni community with the Baltimore Chapter AOG aiming to strengthen graduate relationships within the Central Maryland Region (Baltimore, Annapolis, Columbia) by providing activities promoting the USAFA experience to a broad range of prospective candidates while offering a casual environment for fellow graduates to reconnect and foster business and social relationships built upon their mutual interests.

Served as the Chairman of the Board after two years as a Director on the Board. The Howard County Economic Development Authority (HCEDA) reports to a private sector Board of Directors. These Directors are nominated by the Howard County Executive and confirmed by the Howard County Council, provide fiduciary oversight, offer strategic advice, and are responsible for the strategic direction of the HCEDA. The Chairman is elected by the Board of Directors. He was the first from the Johns Hopkins University Applied Physical Laboratory to be elected Chairman of the Board since HCEDA's inception in 1993.

Served the Executive Director and as an advisor to the Board of Directors' strategy committee. The Gabriel Network serves women and families challenged with a crisis pregnancy.

Served as a volunteer PWO supporting the US Air Force Academy Admissions' efforts with the Admissions Liaison Officers in recruiting and outreach activities.

Served assisting in the operation of the USO Lounge at BWI Airport taking care of younger Americans (and their families!). Serving those that have freely chosen to "give back" to their country is such an honor -- volunteering with the USO is one way Tim continued to support those who serve America in uniform.

Faculty member teaching graduate and undergraduate courses in the areas of aviation safety and accident investigation. Guest lecturer nationally on ethics and character development as well as a variety of emerging technology topics. Chaired Doctoral Dissertation Committee and served on Master's Thesis Committees.

Served on a team interviewing service academy candidates that made recommendations to Congressman Brown for his nominations to the service academies.

Retired. Served the United States Air Force in Asia, Europe, and the United States, with staff and operational assignments including command of operational combat forces at the flight, squadron, group, and wing levels retiring from military service in 2005 with more than 3,500 flying hours, including over 260 combat hours, as a command pilot in a variety of unmanned and manned fighter, tanker, reconnaissance, and command and control aircraft.
