Chairman/Trustee of Massachusetts PRIM Board/$50B PRIT FundServed as Chair of the Investment Committee—initiated asset allocation revue, increasing investments in alternatives, including Hedge Funds, Real Assets, Bank Loans, and Emerging Private Equity. Annually ranked among Wilshire top-performing institutional funds. Created and funded a program for in-state investment opportunities.Founding Chairman of the Massachusetts School Building AuthorityWrote the legislation that created a new finance and construction authority. I appointed a new board and hired the first Executive Director. Together we developed policies and procedures that completely changed the method used to design, build and finance public schools throughout the state. A new AAA credit was developed to pay down over $7B in debt and fund the design, construction and renovation of hundreds of schools throughout Massachusetts.Chairman of Lottery CommissionOversaw the expansion and growth of the nation's most successful lottery. Returned over $7B to Massachusetts cities and towns for local aid. Created and sold the first Major League Baseball Instant Ticket for the Boston Red Sox and worked with the Kraft Family to market Instant Tickets for the NFL. The program eventually created Instant Tickets for all four Boston sports franchises, generating over $1B in additional sales.

Eisenhower Fellow 2007. Traveled to and studied urbanization and government in India (Mumbai, Ahmedabad, New Delhi, Agra, Chennai, and Bangalore), Ireland (Dublin), and Northern Ireland (Belfast and Derry).

Oversaw and managed a county budget of approximately $60 millionServed as Chairman/Trustee of Norfolk County Retirement System ($250 million AUM)Worked on the privatization of the Massachusetts Respiratory Hospital
