As a Deputy Mayor, he led initiatives in Economic Development, City Planning, Community Development, Workforce Development, Building & Housing, and the Office of Equal Opportunity. Mueller focused on job creation and economic growth. In 2003, he spearheaded a team that secured the largest payroll to enter the City in 35 years when SYSCO Foods built its new $60 million distribution center near Cleveland Hopkins Airport. SYSCO contemplated moving more than 600 jobs out of Northeast Ohio before Mueller’s development team provided incentives and assembled 55 acres of developable land. He also directed the City’s interdepartmental support of the rebirth of the E.4th Street Neighborhood in Downtown Cleveland. Mueller's team worked with developers MRN Ltd. as they transformed the City’s street level experience with new restaurants, live music venues and hundreds of loft apartments in a true public/private partnership. In 2003 Mueller championed the City’s commitment to Scott Wolstein’s $500 million Eastbank Flats project. Wolstein's plan included a complete demolition of the tired east bank, realignment of Old River Road, and the construction of hundreds of apartments, townhouses, retail, connections to the RTA Waterfront Line, and Ernst and Young's new Cleveland HQ. Mueller also lead the team that secured the development of the Cleveland Clinic's $650M Heart & Vascular Institute.
