As Managing Director of Strategy & Programs, Tim Pennell oversees program delivery to ensure all of Third Sector's projects are advancing our mission to transform public systems and improve outcomes for underserved people of all races, backgrounds, and circumstances. Tim also coordinates strategy across Third Sector's four Practice Areas and programmatic delivery functions, including Partnerships & Project Development, Project Delivery, and Communications.

Led Third Sector's efforts to develop new partnerships and strengthen existing relationships with government, philanthropy, and other community partners. He has led joint projects with federal, state, and local governments across Third Sector's Early Childhood, Economic Mobility, and Diversion & Reentry practice areas. During his early years at Third Sector, Tim assisted in the development and launch of multiple Pay for Success projects and served as an expert consultant to both USAID and the Office of Family Assistance within the Administration for Children and Families.
