• Work under contract with the Department of Homeland Security (DHS) for the Office of Bombing Prevention (OBP); provide support to the National Counter-IED Capabilities Analysis Database (NCCAD) as a Counter-IED Analyst.• Serve as a developer for the NCCAD website; assist local law enforcement in accessing the website, respond to RFI’s from leadership and federal, state, and local organizations on counter-IED capabilities, update assessment metrics.• Conduct stakeholder outreach to local law enforcement on a national level on the NCCAD program and examine how the program can be useful in strengthening their unit’s force posture.• Provide support to assessment events in which local law enforcement use task-based methodology to provide an analysis of bomb, explosives detection canine, dive, and SWAT unit’s capabilities; the assessment methodology measures readiness, equipment, training, and assets required for effective response to IED threats.• Collaborate with local agencies such as the New York State Office of Homeland Security to identify new tools for the NCCAD program that will better assist local law enforcement and strengthen counter-IED capabilities in the US.• Conduct analysis using national counter-IED data to identify gaps in current capability/force posture, national/state capability trends, and equipment numbers used to respond to specific threats.• Collaborate with system engineers to identify issues with the NCCAD system and test for quality assurance during staging and production runs.
Critical Infrastructure Specialist
• Working under contract with the Department of Homeland Security for the Office of Infrastructure Protection; providing support to FEMA Regions III and VI within the Field Operations Branch as a Critical Infrastructure Specialist.• Provide analysis of critical infrastructure and ongoing operations in the form of region/district-level reports such as fact sheets, CI Analysis, and State Profiles.• Advise senior leadership and headquarters personnel on critical infrastructure trends in the region in the form of daily briefings to leadership and through the capture, reporting, and analysis of statistical data on surveys and various outreach conducted in the region.• Help identify any cross-regional critical infrastructure dependencies or interdependencies through working closely with the Protective Security Advisors on Regional Resiliency Assessment Programs (RRAP) based off the various infrastructure challenges unique to the region such as the Gulf of Mexico RRAP Program.• Plan, coordinate, and execute critical infrastructure surveys and assessments in the region from headquarters and in person; attend various National Capital Region Assessments with Protective Security Advisors Wolf and Finney as well as serve as part of the quality assurance team that edits the Infrastructure Survey Tool report before it is distributed to state partners.• Assist senior leadership in determining regional critical infrastructure goals and strategies based on requests and inquires from both Congress and state partners.• Provide ongoing support to multiple NSSE and SEAR Events in the Region III and VI such as the Papal Visit to DC and Super Bowl 51 in Houston, TX.• Assist Protective Security Advisors in the field during real-world events such as Hurricane Matthew creating situational reports for senior leadership and updating SEDIT scenarios.• Track and analyze new and ongoing programs, such as the ongoing Security Assistance to Public Gatherings campaign.
