I am a consulting Civil Engineer specializing in water resources, hydrology, and hydraulics. I have a passion for helping clients understand the hazards that flooding can present in response to weather events, following wildfires, or as a result of other incidents. Frequently, the scope of my technical consulting relates to analyzing natural disaster risk, performing forensic investigation and root cause analysis following flood incidents, or preparing strategic plans for infrastructure investment, water and land management, and business continuity. My experience includes project work across the United States as well as in Asia, Europe, and the Middle East. I serve clients in the public and private sectors particularly those in the legal field where I consult in the context of failure analysis. I am well-versed in identifying damages, quantifying losses, and preparing repair plans and cost estimates. I rely upon data and information gathered from interviews, site inspections, historical aerial photos and maps, computer modeling, and other objective sources to support the foundation for my work. I frequently testify in deposition, mediation, and trial. Over the last 20 years, I have conducted analyses of wildfire impacts in the Western United States in response to over 50 wildfire events encompassing over 3.3 million burned acres. A significant portion of my work has involved developing land management strategies for agricultural landowners including those raising cattle and managing pasture operations as well as those cultivating avocados, citrus, and wine grapes. In addition to my forensic work, I consult with government officials and agencies in the United States and abroad to provide guidance related to infrastructure investment, hazard mitigation, and international/transboundary water rights. In these circumstances, my expertise is called upon for the translation of technical findings to actionable advice, engagement with stakeholder groups, and development of policy and communication strategies.I am licensed to practice as an engineer in California as well as in Arizona, Colorado, Florida, Hawaii, Illinois, Missouri, Nevada, New Mexico, New York, Oregon, South Carolina, Texas, Washington, Wisconsin, and Wyoming.
