The Small Business Liaison Officer (SBLO) at the Frederick National Laboratory for Cancer Research (FNLCR) plays a critical role in fostering partnerships between the laboratory and small businesses. In this capacity, the SBLO advocates for the inclusion of small and diverse businesses in the federal contracting process, supporting FNLCR’s mission to advance cutting-edge cancer research and biomedical innovation.

- Conducts cost/price analysis of supplier proposals for procurement of goods and services- Applies quantitative and statistical methods to correlate, compile and analyze supplier data- Performs analyses of competitive supplier source selection of domestic and foreign suppliers- Translates supplier technical and cost data into estimates for the development of cost - Performs associated risk and opportunity analysis

- Participated in negotiations of multimillion dollar contract with US Navy- Executed, maintained, and closed government contracts for multiple US Navy aircraft programs- Reconciled government contracts and invoiced millions for completed work- Developed proposals subject to Federal Acquisition Regulations Part 12 and 15

- Developed program schedules for recurring and non-recurring aspects of new business acquisition- Served as lead integrator for two international aircraft programs for Foreign Air Force- Integrated program schedules across company functional and product groups, suppliers and partner- Performed scheduled related risk and opportunity analyses and scheduling impact analyses - Identified and resolves critical path and network logic conflicts- Consolidated and created standard weekly scheduling reports for multiple programs- Ensured Earn Value Management compliance
