I lead and am the architect of the Justice Community Opioid Innovation Network (JCOIN), a 5-year $150+M initiative launched in 2019 focused on transforming responses to the opioid crisis in the justice system. JCOIN has a unique structure focused on bringing new models and approaches to bridging research and practice. As a network, JCOIN engages nearly 200 research collaborators executing >30 projects in more than 80 communities. Still in its launch phase, JCOIN has already engaged nearly 100 other key stakeholders. As the leader of this initiative, I spearheaded unprecedented interagency partnerships with the Bureau of Justice Assistance. Since 2018, I have also led the Services Research Branch at NIDA, which is collectively responsible for a portfolio of more than 400 grants focused on addiction health services research, totaling over $335M annually. In 2018-2019, I built the team from 2 people to 8 and led strategic planning and reorganization of the branch. Dr. Wiley also serves in several leadership roles in the government, co-chairing trans-NIH and trans-government workgroups.

Serve as NIDA scientific lead and collaborating scientist for the Juvenile Justice-Translational Research on Interventions for Adolescents in the Legal System (JJ-TRIALS), Criminal Justice Drug Abuse Treatment Studies (CJ-DATS) and NIH’s Patient Reported Outcomes Measurement Information System (PROMIS) cooperative research programs, all of which are large-scale multi-site, multi-protocol studies. Provide scientific leadership through management of research portfolios addressing improving substance abuse treatment services for criminal justice and juvenile justice populations and methodology and measurement in addiction science. Represent NIDA on trans-governmental working groups addressing issues related to substance abuse in the context of juvenile justice, criminal justice, and heath information technology.

Conceptualized, developed, and executed projects to facilitate and promote cutting edge health-relevant behavioral and social science extramural research using portfolio analyses, workshops, funding opportunity announcements, training institutes, webinars, and other events in a variety of topical areas, including (but not limited to) data visualization and visual analytics, mobile health (mHealth), mixed methods research, applied developmental science, crowdsourcing, health economics, applications of branding and marketing principles to health science. Developed and led a trans-NIH initiative on visual analytics and data visualization in the behavioral and social sciences. Co-led an initiative to create a social networking site to connect behavioral and social scientists across NIH’s 27 Institutes and Centers. Managed multiple research projects funded by government agencies and provided program evaluation and other consulting services for projects conducted with external local organizations (e.g., the Chicago Children’s Advocacy Center and the Illinois Department of Child and Family Services). Managed the budgets, made staffing decisions, supervised research associates, developed secure project management websites, collaborated with geographically separated multidisciplinary team of investigators on peer-reviewed publications on a variety of topics related to childhood aggression, instability in children's homes, suicidality among children and adolescents, adolescent smoking, adolescent drinking, and early sexual initiation, resilience, and the intergenerational transmission of violence. Led a large qualitative study of mental health service utilization among African American adolescents and their caregivers that required expertise in mixed methods research with intensive qualitative and quantitative analytic demands.
