He is the designer and instructor for the Arctic Security graduate concentration and graduate certificate in the Master of Security and Disaster Management (MSDM) program.Troy is the Assistant Director of the Center for Arctic Security and Resiliency at UAF since 2020As a defense contractor, Troy is the co-investigator and program manager of the USNORTHCOM / ALCOM Arctic Defense and Security Orientation (ADSO) program started in 2013. ADSO was the primary educational program responsible for baselining DOD knowledge of the Arctic region within an operational focus.Troy is a network coordinator for the North American and Arctic Defense and Security Network (NAADSN). He is also a research fellow (non-res) with the Centre for Defence and Security Studies (CDSS) and a Russian linguist.Troy has many peer-reviewed and edited journal publications as well as other articles. Among the other activities, he is a PhD candidate, Arctic Council delegate and project member, Geneva Centre for Security Policy project core team member, chief editor and lead of various NATO projects, contributor to numerous national strategies and policies, consultant to several national lab Arctic portfolio establishments and projects, military doctrine developments, Alaska Native consultant, DOD Combatant Command contractor and lead advisor, allied military consultant and expert, advisor and consultant for U.S. national security issues, Munich Security Conference contributor, keynote speaking engagements, and much more.
