The WLA is a strategic partnership that effectively constitutes the largest single purchaser of adult social care services in the UK, I was initially contracted to specify a management information system to assist them with managing their £330m annual budget. After creating the functional design and spec, I stayed with the group during the implementation, and am currently the technical manager.The application imports social care spend from individual LA systems (FWi/ContrOCC/IAS/Swift etc.), standardises it, and makes the data available for like-for-like comparison. This enables strategic planning by management, and price transparency for brokers which is generating significant efficiencies for its members. The system was originally launched with the six boroughs in the West London Alliance (Barnet, Brent, Ealing, Harrow, Hillingdon and Hounslow) but has since gained significant interest from other areas and now plans are under way to expand the system across the whole of London.As well as providing management information, the site has a growing directory of services that is available to the public and is used to support the Care Act. (www.careplace.org.uk) To further support personalisation, I have designed a module that will assist brokers/self-funders to source and purchase services from the local community, which provides a robust model for purchasing services under personalisation. The module contains a powerful algorithm that combines basic needs, and factors such as distance and availability, with business rules around price and quality ratings to actively select services. This module is linked to CarePlace and is expected late 2014.

I developed a bespoke system which monitors home-visits by adult social care workers with a telephone based log-in service. The database consumes the visit data (such as log-in and log-out times) from a real-time interface (web service), and outputs processed data that can be used for supplier payment and client billing purposes. It is a key component for the payment and monitoring of £6m of business annually. The system includes an advanced alerts system that sends e-mail/sms notifications to staff (or family members) when critical services have been missed. Map technology enables care planners to model different routes in-order to find the most efficient schedule for the home care workers, and in addition to its financial roles, the system has become an indispensable tool for care management, safeguarding, and contracts compliance. It was a key component in the successful prosecution of agency workers for fraudulent activity in 2011.

I have created many custom systems for London Borough of Hillingdon, slowly integrating Payments, Billing and Care Management. The department was recently audited by the Department of Health, and three of the applications that I developed were specifically mentioned as leading to “one of the most advanced pieces of joined up financial management they have ever seen” in the public sector. These included:• An electronic invoicing system – I transformed the old paper system into an electronic payment system with on-time payments to suppliers increasing from 60% to 99% and a decrease in the human resources required in the payments team.• A client billing system – this improved client billing drastically and resulted in an annual increase in revenue of approximately £750k.• A data entry process that simplified inputting of service package details for people with low-level IT skills, by using intuitive user interfaces and enhanced validation.

I developed a bespoke application for Sussex Probation Service (SPS). It enables administrative staff to enter project details for offenders who are required to do unpaid work. It contains a sophisticated algorithm that matches offenders to suitable projects (and blocks them from unsuitable ones), based on the nature of their offence and other factors like distance, risk etc. Crucially, it interfaces with two national databases, which prevent staff from having to enter certain data twice. Detailed information on the amount of hours worked on each project (and beneficiary) can be drawn from the database for managers, whilst front line staff have essential risk/contact details available at all times. The initial project was quickly extended to provide a way for initial assessments to be electronically submitted from external sources, which has made the system even more popular and efficient.
