Lord Toby Harris is Chair of the National Preparedness Commission, Chair of the General Dental Council, and Chair of the Fundraising Regulator. Led Reviews into London's Terrorism Preparedness and into Self-Inflicted Deaths in Prison. He is a Visiting Professor at Imperial College London and at Cranfield University.Life Peer since June 1998. Was Chair of National Trading Standards, delivering consumer protection enforcement at a national and regional level.His consultancy, Toby Harris Associates, provides strategic advice to organisations and companies.Member of London Assembly (2000-4), led Labour Group and was first Chair of Metropolitan Police Authority. From 2004 to 2012, appointed by Home Secretary to oversee national and international functions of Metropolitan Police - primarily counter-terrorism and security (also oversaw risk management and audit).Formerly: Leader, Haringey Council (1987-99); Chair, Association of London Government, representing the 33 local authorities in London (1995-2000); represented local government on introduction of Community Care, the Children Act, and Crime and Disorder Act; non-executive director of London Ambulance Service; Senior Associate of Kings Fund; and member of EU Committee of the Regions.Specialties: security and resilience, counter-terrorism and public safety; public affairs; development and implementation of public policy; stake-holder management; public consultation; London Government and politics.     In 2016, Mayor Sadiq Khan asked me to undertake a major independent review of London's preparedness to respond to a major terrorist incident. Five years later, he asked me to conduct a new and wide-ranging review to look at how the city is now prepared to cope with a serious terrorist attack, in particular given the changing threat of terrorism facing London. The Review looked, not only at the status of the recommendations that I made in 2016, but also at the learning from the 2017 attacks and more the recent attacks in Streatham and Fishmongers’ Hall. The Review was published in March 2022.

    At the request of the Minister for Prisons an Independent Review was established to look at the self-inflicted deaths of young people in prison custody since 1st April 2007. It was submitted to the Ministry of Justice at the beginning of April 2015 and was published in July 2015. The Government's response was published in December 2015, when a majority of its recommendations were accepted. In the meantime, it has been widely welcomed by stakeholder organisations. Despite its focus on the deaths of young people, the report is wide-ranging and in practice is the fullest independent review of penal policy for at least thirty years.
